Will the Minister of HEALTHANDFAMILYWELFARE be pleased tostate:
(a)whether the Government isaware thatmanyprivate medicalcollegesregistered as
charitabletrusts charge annualfeesof uptoRs. 25-30 lakhandif so, the details thereof,
State/UT-wise;
(b) whether National Medical Commission's(NMC's)fee-regulation guidelinesmandating
Government-equivalentfees for 50 percentof seats have beenimplementedandaudited ineach
Stateandif not,the reasons therefor;
(c)whether the Government hasassessed the actual cost of medicaleducationagainst fees
charged includingsurplus generationandthe diversion of funds andif so, the details thereof;
(d) the numberof complaintsregarding capitationfeesor fee violationsreceived by
NMC/State FeeRegulatory Committeesduring the last three yearsandalong with the action
takenthereon;and
(e)whether the Government proposes toreview the charitableandtax-exemptstatus of
institutions whose fee structures are inconsistent with theirnot-for-profitcharacter andif so, the
detailsthereof?

(a)to (e): The fee structure for Government andprivate medicalcolleges differsfrom State to
Stateasperguidelines prescribed by the respective StateFee RegulatoryAuthorities.
Further, with a view to making medical education more affordable, Guidelines have been
framed under clause (i) of Sub- section (1) of section 10 of National Medical Commission
(NMC) Act, 2019for determination of fees andall othercharges inrespect of 50% of seats in
private medical institutions and deemed to be universities which were issued by NMC on
03.02.2022. However, the guidelines have been challenged in various courts and are
subjudice.
The NMC does not maintain yearly data with respect to complaints received regarding
capitation fees or fee violations. Such complaints are forwarded to the concerned State
Governments/ DMEs for appropriate action.
