(a) whether crops other than soybean have suffered serious damage due to excessive
rainfall in Maharashtra, particularly in Chandrapur district;
(b) if so, the actual number of farmers affected from it;
(c) the prompt action taken by the Government to provide prompt and adequate financial
compensation to the affected farmers for the losses of their crops;
(d) the time by which the said assistance is likely to be disbursed to the farmers;
(e) whether complaints have been received regarding non-incorporation of factors such as
soil erosion and cent percent crop loss in damage Panchanama assessment; and
(f) if so, the steps likely to be taken by the Government to improve this Panchanama
System?

STARRED QUESTION NO. 33 REGARDING “FINANCIAL ASSISTANCE TO FARMERS
AFFECTED BY HEAVY RAIN” DUE FOR REPLY ON 02ND DECEMBER, 2025.
(a) to (d): As per the National Disaster Management Plan (NDMP), the primary
responsibility of disaster management including damage assessment and providing relief
measures on ground level, rests with the State Governments concerned. The Central
Government provides requisite logistics and financial support to the efforts of the State
Governments. The State Governments provide financial relief to the affected people in the
event of 12 notified natural disasters, from the State Disaster Response Fund (SDRF),
already placed at its disposal, in accordance with approved items and norms of Government
of India (GOI). However, in the event of disaster of a 'severe nature', additional financial
assistance is extended from the National Disaster Response Fund (NDRF), as per laid
down procedure, which includes an assessment based on the visit of an Inter-Ministerial
Central Team (IMCT). The financial assistance provided under SDRF and NDRF is by way
of relief and not for compensation.
The State Government of Maharashtra is allocated an amount of Rs.4176.80 crore
(Rs.3132.80 crore Central share + Rs.1044.00 crore State share) for the financial year
2025-2026 under SDRF, of which the first and second Installments of Rs.1566.40 crore
each, as Central share is released to the State.
In wake of flood during 2025, MHA had constituted an IMCT on 16.10.2025 for
conducting an on-the -spot assessment of damages in the State. The IMCT visited the
affected areas from 03.11.2025 to 05.11.2025.
As informed by MHA, it has not received any formal memorandum from the State
Government of Maharashtra for assistance under NDRF.
State of Govt of Maharashtra has informed that the total number of farmers affected
due to heavy rains including all crops is 1,25,602. The total area affected is 1,10,309.13
Hectares. In Chandrapur district, Rs.9,376.56 lakh of compensation has been released for
all affected crops. Additional special assistance of Rs.11,030.94 lakh has been released
for all affected farmers for Rabi crops. As on 24.11.2025, an amount of Rs.82,37,50,048/-
directly transferred into the bank accounts of 1,13,455 affected farmers through the E-
Panchanama payment Disbursement Portal.
(e) & (f): The State Government of Maharashtra has informed that no complaints have been
reported.
