GOVERN MENT OFINDIA MINISTRYOFHEALTH AND FAMILYWELFARE DEPARTMENTOFHEALTH AND FAMILYWELFARE LOK SABHA STARREDQUESTION NO. *198 TO BE ANSWERED ONTHE 31THJULY,2026 FINANCIALASSISTANCETOODISHAFORHEALTHANDMEDICALEDUCATION *198 SHRIPRADEEPPUROHIT: Will the MINISTEROFHEALTH AND FAMILYWELFARE be pleased tostate: (a) the details of the financial assistance released by the Union Government to the State of Odisha during the last two years, indicating the amount sanctioned, released and utilised under the health relatedcentrally sponsored schemes, scheme-wise; and (b) the details of the Memoranda of Understanding (MoUs) signed between the Union Government and the Government of Odisha during the last two years in the health and medical education sector, along with theirobjectives,financial outlayandthe current status? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRIJAGATPRAKASH NADDA) (a) & (b)AStatementislaidonthe Table of the House.STATEMENTREFERRED TO IN REPLYTOLOK SABHA STARREDQUESTION NO. 198*FOR31THJULY,2026 (a) & (b) Public Health & Hospitals, is State subject, hence, the primary responsibility of providing basic health services to all the citizens lies with the respective State/UT Government. The details of financial assistance provided to the State of Odisha for the F.Y. 2024-25 & F.Y. 2025-26 under varioushealthrelated centrallysponsored schemesisenclosedasAnnexure. Ministry of Health & Family Welfare, Government of India has entered the following Memorandum of Understanding (MoU)s with Government of Odisha inthe last two years: 1. National Health Authority, Government of India has signed a Memorandum of Understanding (MoU) with the Government of Odisha for implementation of the scheme Ayushman Bharat Pradhan Mantri Jan Aarogya Yojana(AB PMJAY) inApril 2025. Under the scheme, 67.80 lakh eligible families are covered in Odisha. As on 25th July 2026, a total of 3.43 crore Ayushman Cards have been created, and 20.52 lakh hospital admissions have been authorizedunderAB PM-JAYinthe State of Odisha. 2. All India Institute of Medical Sciences (AIIMS), Bhubaneshwar has entered into a MoU with Government of Odisha in April 2026, for Extension of Technical support for construction of 100 bedded hospital building at Rairangpur, Odisha, provision of OPD services in specific specialties on select days, conductof special camps, Telemedicine services andEmergency services. 3. Under Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), as a measure to enhance intersectoral coordination and health emergency preparedness and response capacities,Ministry of HealthandFamily Welfarehasprovided requisite support for establishment of a Health Emergency Operation centers (HEOCs) in Bhubaneswar, Odisha. An MoU in this regard was signed between Ministry of Health and Family Welfare, Government of India and Government of Odisha on30thDecember,2024.Annexure (Rs. incr.)
