Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a)the detailsof the annual financialassistance providedtothe States underNational HealthMission
(NHM) for the operation and maintenance of 108 Emergency Response Services and Janani Express
vehicles;
(b) whether the Government is aware that the ambulance response in Sidhi District is considerably
high and that, pregnant women and critically ill patients often fail to reach hospitals in time due to
the breakdown of vehicles,if so, the details thereof;
(c) the total number of new ambulances and Advanced Life Support (ALS) ambulances sanctioned
for the Parliamentary constituencyduring the last two years;
(d) the totalnumberof such vehicles functioningproperlyinthe district; and
(e) whether the payments due to the agencies providing these services are being made on time, if so,
the detailsthereofand if not,the reasons therefor?
ANSWER
THE MINISTER OFSTATE IN THE MINISTRYOFHEALTH AND FAMILYWELFARE
(SHRIPRATAPRAO JADHAV)
(a): “Public Health” and “Hospital” are state subject, the primary responsibility for strengthening
public healthcare system, including adequately equipped ambulances, especially for emergency care
network, lieswith the respective State/UTGovernments.
However, under National Health Mission (NHM), Ministry of Health and Family Welfare
provides the technical and financial support to the States/UTs as per the proposals submitted by
them in the form of Programme Implementation Plans (PIPs) based on the requirements,
including the provision for Dial 108, Dial 102/104, Basic Life Support (BLS) and Advance Life
Support (ALS) ambulances, and the approvals are accorded as Record of Proceedings (RoP) to
States/UTs. Dial 108 is predominantly an emergency response system, primarily designed to
attend to patients of critical care, trauma and accident victims etc. The RoPscan be accessed at

(b) to (e): As per the information provided by the State Government of Madhya Pradesh, in
District Sidhi, the average response time for the 108 Ambulance service is 19 minutes and 51seconds in rural areas and 18 minutes and 17 seconds in urban sectors. Similarly, the Janani
clocks an average response time of 15 minutes and 33 seconds in rural areas and 13 minutes and
50 seconds in urban sectors. These operational timelines are in accordance with the service
delivery standards prescribed by the Government of India (NAS).
As informed by the State, no new Basic Life Support (BLS) or Advanced Life Support
(ALS) ambulances have been sanctioned in Sidhi parliamentary constituency over the last two
financial years. The district's existing fleet is fully operational with zero mechanical or logistical
disruptions. The active deployment includes 17 Basic Life Support (BLS) Ambulances, 03
Advanced Life Support (ALS) Ambulances and 19 Janani Express (Patient Transport Vehicles).
Further, the State has informed that there are no outstanding liabilities or pending vendor
payments at the state level. The State systematically executes all financial clearings immediately
upon receiving valid invoices.
