BHARTI PARDHI: SHRI NARESH GANPAT MHASKE: Will the Minister of RAILWAYS be pleased to state: (a) whether Indian Railways has shown improvement in its financial health during the last ten years including transition from deficit to surplus revenue accounts and if so, the details thereof; (b) the details of the key factors and reforms that have contributed to enhancement of revenue, cost management and overall financial sustainability particularly in Madhya Pradesh, Maharashtra and Uttar Pradesh; (c) the details of the role of dynamic pricing, freight rationalisation, asset monetisation and service innovations in strengthening financial outcomes; (d) whether productivity improvements, network expansion and operational efficiency measures have been mainstreamed across divisions and if so, the details thereof; and (e) whether these financial improvements support future investments, modernisation and service quality enhancements across the rail network, if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (e): A Statement is laid on the Table of the House. ***** §STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF STARRED QUESTION NO.475 TO BE ANSWERED ON 25.03.2026 IN LOK SABHA (a) to (e) Indian Railway is generating modest surplus. In 2024-25, Indian Railway generated a surplus of Rs. 2,660 cr. after meeting all the operational expenditure including pension despite the fact that subsidy is given on the passenger services. Indian Railways strives to provide affordable services to all strata of the society and gave subsidy of Rs. 60,239 cr. on passenger tickets in 2024-25. This amounts to concession of 43% on an average, to every person, travelling on Railways. In other words, if the cost of providing service is Rs. 100, then the price of ticket is Rs. 57 only. This subsidy is continuing for all passengers. To increase freight traffic, enhance revenue, productivity and overall financial sustainability, the following measures have been taken by Indian Railways: The capital expenditure (Capex) on infrastructure in railways has received tremendous boost since 2014 and Gross Budgetary Support has increased from Rs. 29,055 cr. in 2013-14 to Rs. 2,78,030 cr. in 2026-27 i.e. increase of about 10 times. The fast pace of infrastructure augmentation by IR has been a result of substantial increase in allocation of funds and various steps being taken by the Government. Capacity enhancement of Railway network has been taken up by Indian Railways in a big way during last 11 years. Following are the details of commissioning/laying of new track across Indian Railways: - Page 1 of 40New track Average commissioning of new Period Commissioned tracks 2009-14 7,599 Km 4.2 Km/day 8.6 Km/day (more than 2 2014-25 34,428 Km times) As on 01.04.2025, across Indian Railways, 431 Railway infrastructure projects including port-connectivity (154 New Line, 33 Gauge Conversion and 244 Doubling) of total length 35,966 Km, costing approx. Page 2 of 40Further, following measures have also been taken to increase capacity and hence revenue:  Removing bottlenecks in operations by yard remodelling, construction of bypass/ chord lines, rail flyovers etc.  The construction of Eastern Dedicated Freight Corridor (EDFC) from Ludhiana to Sonnagar (1337 Km) and Western Dedicated Freight Corridor (WDFC) from Jawaharlal Nehru Port Terminal (JNPT) to Dadri (1506 Km) has been taken up. Out of total 2843 Kms, 2741 route Kms (96.4%) has been commissioned and operational.  Indian Railways has taken up electrification of Railway lines in a mission mode. So far, about 99.4% of Broad Gauge (BG) network has been electrified. A comparison of electrification before and after 2014 is as follows: Period Route Kilometre Before 2014 21,801 2014-25 46,900  Procurement of Wagons and Locomotives: To increase freight carrying capacity, large numbers of IR wagons have been procured and locomotives have been manufactured. During 2014 to 2025, about 2 lakh wagons have been procured and more than 10,000 locomotives have been added for increasing freight loading and mobility.  Industry participation in investment in General Purpose Wagons, Special Purpose/High-Capacity wagons and Automobile carrier wagons for cement, oil, steel, fly-ash, automobile etc. So far, around 250 rakes of special purpose wagons, 385 rakes of general-purpose wagons and 51 rakes of automobile wagons have been inducted.  Policy on Bulk Cement Handling Terminals: A dedicated policy has been issued to promote bulk movement of cement through rail by Page 3 of 40facilitating development of specialized terminals and deployment of suitable wagons. This is expected to improve logistics efficiency, reduce handling costs, and enhance rail share in cement transportation.  For asset monetisation, the Gati Shakti Multi-Modal Cargo Terminal (GCT) Policy has been launched to promote private participation in development of cargo terminals. So far, 128 GCTs have been commissioned and further in-principle approvals (IPAs) for 292 more locations have been given.  Development of cargo related facilities on Railway land: Long-term leasing (25 years, extendable up to 50 years) of spare railway land has been permitted for development of logistics infrastructure such as warehouses, processing units, and aggregation facilities through a competitive bidding process. This enables better asset utilisation and generates non-fare revenue. The guidelines have been framed under schedule ‘3’ of GCT Policy.  Rail Parcel App: An app-based platform for Railways’ parcel logistics has been launched by South Central Railway on 25.02.2026, on pilot project basis at 17 locations across 7 cities viz. Hyderabad, Vishakhapatnam, Vijaywada, Guntur, Rajahmundry, Bengaluru & Chennai, for a period of 01 year from the date of implementation. The app enables a seamless, end-to-end service by delivery partners through online booking and digital payments at the convenience of the customers obviating the need of bringing the parcels physically to the Railway premises and the associated paper work. It is further planned to introduce the App on pan-India basis shortly.  Door-to-Door services - CONCOR, a PSU under Ministry of Railways is also providing Door-to-Door parcel services by utilizing the JPP-RCS over Delhi-Kolkata and Mumbai-Kolkata sectors. CONCOR is also Page 4 of 40providing Door-to-Door logistics under a pilot project at Sonik Goods shed.  Ensuring increased availability of rakes/wagons against demand.  Use of Information Technology in freight operations to improve monitoring and utilization of assets.  Induction of higher horse power locomotives.  Improvement in maintenance practices of wagons and locomotives resulting in increased availability of loco and rolling stock for traffic use.  Improvement in track and signalling standards to carry higher volume of traffic.  Training of staff and officers to adopt the new technology and management practices.  Commercial development of vacant railway land by RLDA. As a result of all these measures, Railways achieved a loading of 1617 MT in 2024-25 thus becoming 2nd largest freight carrier railway in the world. Madhya Pradesh Railway Budget: Budget allocation in the recent years has increased significantly. The process for procurement of these rakes has been taken up. Capacity Augmentation works for Pune Area: Presently, about 33 originating Mail/Express trains are handled daily in Pune area. To increase train handling capacity at various stations in Pune area, following works have been completed/taken up/planned at various stations: SN Location Details 1 Pune Junction 6 additional Platforms and Extension of 5 Platforms. 2 Hadapsar Extension of 3 Platforms to handle full length trains. Page 13 of 403 Khadki Raising and Extension of PF-3/4 and extension of running lines completed in July’2025. 4 Alandi New Coaching Terminal with 9 additional Platforms, 8 pit lines and 8 stabling lines 5 Phursungi 5 Stabling Lines at Phursungi In addition to above, following capacity additional works have been undertaken in Pune Area to increase the train handling capacity: SN Name of Project 1 3rd Line between Hadapsar and Ghorpuri Yard 2 New Block station at Manjari Bhadrukin Pune-Daund Section and Ramtekdi in Pune-Sasvad section 3 Bidirectional Signalling in Pune Sasvad Road Section Bullet Train project: Presently, the Mumbai-Ahmedabad High Speed Rail (MAHSR) Project (508 km) is under execution. The Project is passing through the States of Gujarat, Maharashtra and Union Territory of Dadra & Nagar Haveli with 12 stations planned at Mumbai, Thane, Virar, Boisar, Vapi, Billimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad and Sabarmati. Entire land (1,389.5 Ha.) for MAHSR project has been acquired. All Statutory Clearances have been obtained. All 1651 utilities have been shifted. The delay in land acquisition in the State of Maharashtra has impacted the project till 2021. The land acquisition picked up in 2022 in Maharashtra. Structural works have 11 Thane been taken up. 12 BKC (Mumbai) This is an underground station. Foundation works almost completed and Base Slab has been taken up. The progress on the River Bridges is as under: - S. Page 15 of 407 Dhadhar River (120m) 8 Narmada River (1366m) 21 out of 25 wells completed; 4 spans launched 9 Kim River (120m) Bridge construction completed. 10 Tapi River (720m) Foundation work has been taken up, 10 out of 12 wells completed 11 Mindhola River (240m) 12 Purna River (360m) 13 Ambika River (200m) 14 Venganiya River (200m) 15 Kaveri River (120m) Bridge construction completed. 16 Kharera River (120m) 17 Auranga River (320m) 18 Par River (320m) 19 Kolak River (160m) 20 Daman Ganga River (360m) 21 Darotha River (80m) 22 Jagani River (360m) Foundation works have been completed 23 Vaitarna River (2320m) 12 Pile Cap and 11 Pier (out of 58) completed. 24 Ulhas River Branch Temporary Access Bridge (TAB) (120m) completed to start the foundation work. 25 Desai Khadi River Geo-technical Investigation (GTI) has Bridge (400m) been completed and design work has been taken up. The work of the under-sea tunnel (approximately 21 km) has commenced, out of which 4.8 km of tunnel between Ghansoli and Shilphata in Maharashtra has been completed. Dedicated freight corridor: Western DFC also passes through Maharashtra. About 178 route Km of western DFC is situated in Maharashtra which is about 12% of overall route length of western DFC. 76 Km of this project from New Gholvad to New Vaitarna in Maharashtra has already been commissioned. Balance works Page 16 of 40have been taken up. Connectivity of WDFC to JNPT will boost the capacity to handle cargo and container traffic from port to Delhi NCR. Uttar Pradesh Railway Budget: Budget allocation for infrastructure projects and safety works, falling fully/partly in the State of Uttar Pradesh is as under: Period Outlay 2009-14 ₹1,109 crore/year 2025-26 ₹19,858 crore (Nearly 18 times) Track construction: The details of constructing new tracks falling fully/partly in the State of Uttar Pradesh during 2009-14 and 2014-25 is as under: New Track Period Average Commissioning of new tracks Commissioned 2009-14 996 Km 199 Km/year 2014-25 5272 Km 479 Km per year (More than 2 times) Projects sanctioned: As on 01.04.2025, 49 projects (10 New Line, 02 Gauge Conversion and 37 Doubling) of 3,807 Km length, costing ₹62,360 crore falling fully/partly in the State of Uttar Pradesh are sanctioned. Amrit Bharat Stations: Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic Page 21 of 40 Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station. The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1338 stations have been identified for development under Amrit Bharat Station Scheme. The block work of arrival and departure building at East side, arrival passage, platform refurbishment, air concourse, central roof and Foot Over Bridge at Agra end have been taken up.  Saugor station: The works of improvement of station building, new entry and exit porches, platform raising and surfacing of platform no. 1, improvement of waiting hall, new toilet block and Divyangjan facilities have been completed. The works of circulating area, parking and 12 m Foot Over Bridge have been taken up.  Bhind station: The works of improvement of station building, platform surfacing, platform shelter, improvement of toilet, circulating area, approach road, main entrance gate, Divyangjan facilities and 12 m Foot Over Bridge have been completed. The work of lift has been taken up.  Dabra Station: The works of improvement of station building, porch, platform shelter, circulating area and approach road, have been completed. The work of 12 m Foot Over Bridge has been taken up. Maharashtra Page 28 of 40 Palghar station: The works of new platform shelter at platform no. 2/3, platform surfacing, new coping blocks and tactile tile work at platform no. 4 have been completed. The works of utility shifting and 12 m Foot Over Bridge have been taken up.  Diva station: The works of improvement of station building, circulating area and parking on East side, new entry gate, platform raising and flooring of platform no. 5/6 and 7/8, platform shelter at platform no. 7/8, new toilet block, sewage treatment plant on West side, improvement of Foot Over Bridge at Kalyan end and Mumbai end have been completed. The works of new 6 m Foot Over Bridge have been taken up.  Mumbra station: The works for improvement of platform surface, seating arrangement, new toilet block, improvement of booking office, circulating area, sewage treatment plant and flooring of Foot Over Bridge have been completed. The work of escalator has been taken up.  Titwala station: The works for station building, entrance gate, platform surfacing, improvement of ticket booking office, toilet block, sewage treatment plant and improvement of two wheeler parking and approach road on East and West side have been completed. The work of new 6 m Foot Over Bridge have been taken up. Uttar Pradesh  Mainpuri Junction station: The works of new station building, porch, Public Reservation System counter, waiting hall, circulating area, parking, approach road, lighting, Public Address System, signages and 12 m Foot Over Bridge have been completed. The work of Divyangjan facilities has been taken up.  Ghaziabad station: The structural works of station building at main entry side and second entry side, foundation work of new Foot Over Page 29 of 40Bridge-B at Tundla end, roof plaza, extension work of existing Foot Over Bridge-A, finishing work of electrical substation at main entry side and second entry side, Magistrate building, Government Railway Police and Railway Protection Force buildings have been taken up.  Rampur Junction station: The works of new station building, platform shelter, platform surfacing, booking office, waiting hall and toilet have been completed. The works of circulating area and Foot Over Bridge have been taken up.  Shahjahanpur station: The works of platform shelter and platform surfacing at platform no. 1 and 2/3 have been completed. The works of improvement of station building, new station building at second entry, circulating area and Foot Over Bridge have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development / upgradation / modernisation of stations including under Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise, or station-wise or state- wise. Madhya Pradesh is covered under the jurisdiction of seven railway zones, namely Central Railway, East Central Railway, North Central Railway, South Central Railway, South East Central Railway, West Central Railway and Page 30 of 40Western Railway. For these zones, an allocation of ₹ 5,801 crore has been made for the financial year 2025–26, out of which an expenditure (up to February, 2026) of ₹ 5,681 crore has been incurred so far. Maharashtra is covered under the jurisdiction of four railway zones, namely, Central Railway, South Central Railway, South East Central Railway and Western Railway. For these zones, an allocation of ₹ 3,834 crore has been made for the financial year 2025-26, out of which an expenditure (up to February, 2026) of ₹ 3,886 crore has been incurred so far. Uttar Pradesh is covered under the jurisdiction of five railway zones, namely East Central Railway, North Central Railway, Northern Railway, North Eastern Railway and West Central Railway. With a view to improve travel experience of the passengers, Indian Railways have introduced indigenously designed and manufactured Vande Bharat (Sleeper & Chair Car), Amrit Bharat, Namo Bharat Rapid Rail services with modern coaches, advanced safety features and passenger amenities. Two such trains have already been manufactured. After extensive trials, these trains have been introduced on Indian Railways. The First Vande Bharat Sleeper service viz. 27575/27576 Howrah-Kamakhya Vande Bharat Sleeper Express has commenced regular operation w.e.f. 22.01.2026. The process of development of new rolling stocks like Vande Sleeper necessitates a holistic approach, combining technological innovation, strategic planning and manufacturing to ensure a safe, reliable and Page 36 of 40comfortable travel. This involves development of prototype, extensive testing and trials followed by series production. To improve travel experience of the passengers and set new benchmarks in terms of safe and comfortable journey, these train sets have been provided with modern coaches having advanced safety features and passenger amenities like: ● Jerk-Free Semi permanent couplers and Anti Climbers. ● Fitted with KAVACH. ● Higher acceleration with design/operating speed of 180/160 KMPH. ● Crashworthy Design of Car body complying with EN standards. ● Fire barrier doors at the end of each coach for compliance of Fire Safety standards. ● Aerosol based fire detection and suppression system in electrical cabinets and lavatories. ● Regenerative braking system for energy efficiency. ● Air conditioning units provided with indigenously developed UV-C lamp based disinfection system for deactivating 99% harmful bacteria from conditioned air to improve the hygiene standards inside the passenger area. ● Centrally controlled Automatic Plug Doors and Fully Sealed wider gangways. ● CCTVs in all coaches. ● Emergency talk-back unit for communication between Passenger and Train Manager/Loco Pilot in case of emergency. ● For Divyangjan passengers special lavatory in the driving coaches on each end. ● Centralized Coach Monitoring System for better condition monitoring of passenger amenities such as Air conditioning, Saloon Lighting etc. ● Ergonomically designed ladder for ease of climbing on to upper berths. The present composition of Amrit Bharat consists of 11 General Class coaches, 8 Sleeper Class coaches, 01 Pantry car and 02 Luggage cum Divyangjan coaches. High Speed and enhanced Safety standards are the hallmarks of these trains with following enhanced features and amenities: i. Better aesthetics of seat and berths with enhanced look & feel on the lines of Vande Bharat Sleeper. ii. Jerk Free Semi-Automatic Couplers. iii. Improved Crashworthiness in coaches by provision of crash tube. iv. Provision of CCTV system in all coaches. v. Improved designs of toilets. vi.
