FLIGHT SAFETY INCIDENTS, AIRCRAFT ACCIDENTS AND
COMPENSATION PAID
4017. DR. SANDEEP KUMAR PATHAK
Will the Minister of CIVIL AVIATION be pleased to state:-
(a) total number of flight safety incidents and technical malfunctions reported in the country
during the last three years the details thereof, year-wise;
(b) number of flight accidents (flight crashes) in the country during the said period and
number of deaths and the number of passengers and crew members seriously injured in these
accidents, details thereof, year-wise;
(c) number of cases wherein investigations were completed and the main reasons attributed
for these incidents, amount of compensation sanctioned and distributed to the deceased and
the injured, airline-wise/year-wise, the details thereof; and
(d) concrete corrective steps taken by Government to prevent recurrence of such incidents in
the future, details thereof?
ANSWER

(a) & (b): Details are annexed.
(c): Investigation of 30 incidents are completed and the majority of incidents occurred due to
non-adherence to Standard Operating Procedures (SOP), loss of situational awareness, breach
of standard separation between aircraft and system component failure.
Payment of compensation to the passengers or next of kin in case of death or bodily injury to
the passenger, caused by air accident/incident, is governed by the provisions of Carriage by
Air Act, 1972. The liability of payment of compensation lies with the airline (carrier).
(d): DGCA has a systematic safety oversight mechanism for monitoring compliance of Rules
and Civil Aviation Requirements (CARs) encompassing all aircraft and airport operators. Thesafety oversight process includes regulatory audits, night surveillances, ramp inspections,
spot check and special audits. DGCA publishes Annual Surveillance Plan (ASP) on its
website. Findings of audits, surveillances & spot checks are followed up with concerned
operator for compliance. Further, the compliance of action taken by operator is verified
during next audit/surveillance. In case of any violations/ non-compliance to regulations
detected during audit/surveillance, enforcement action including financial penalty is imposed
by DGCA.
