In response to Unstarred Question No. 796 in Lok Sabha, to be answered on December 4, 2025, regarding flights from Rupsi Airport, the Minister of State in the Ministry of Civil Aviation (Shri Murlidhar Mohol) stated the following:
Rupsi Airport, located in the Bodoland Territorial Region (BTR) in Assam, is managed by the Airports Authority of India (AAI). Under the Regional Connectivity Scheme - Ude Desh ka Aam Nagrik (RCS-UDAN), the airport was identified for development and operation of RCS flights during the second round of bidding. The development cost was Rs.88.79 crore under the UDAN Scheme.
Currently, M/s Alliance Air operates RCS flights from Rupsi to Kolkata and Guwahati.
Under the UDAN Scheme, bidding rounds are conducted periodically to cover more destinations/stations. The Government regularly monitors routes that have ceased operations under UDAN and conducts special bidding rounds to operationalize such routes. Further, with the repeal of the Air Corporation Act in March 1994, Indian domestic aviation was deregulated, allowing airlines to freely select markets and operate as per their operational and commercial viability.

FLIGHTS FROM RUPSI AIRPORT

Will the Minister of CIVIL AVIATION be pleased to state:-
(a) the present status of Rupsi Airport located in the Bodoland Territorial
Region (BTR) in Assam;
(b) whether it is a fact that hardly any flights are presently operating from the said
airport and if so, the reasons therefor; and
(c) the action taken by the Government to promote and enhance the flight frequency
from the said airport?

(a): Under the Regional Connectivity Scheme - Ude Desh ka Aam Nagrik
(RCS-UDAN), Rupsi Airport, managed by the Airports Authority of India (AAI),
was identified for development and the operation of RCS flights during the second
round of bidding. The airport has been developed at a cost of Rs.88.79 crore under
the UDAN Scheme.
(b): Currently, M/s Alliance Air is operating RCS flights from Rupsi to Kolkata and
Guwahati.
(c): Under the UDAN Scheme, bidding rounds are conducted from time to time to
cover more destinations/stations. The Government regularly monitors the routes that

aviation was deregulated. Airlines are free to induct capacity with any aircraft type,
free to select whatever markets and network they wish to service and operate. Hence,
it is upto the airline operators to introduce air services to/from any airport in the
country depending on their operational & commercial viability.
