FLYOVERS, OVERBRIDGES AND UNDERPASSES ON NATIONAL HIGHWAYS
IN GUJARAT
1371. SHRI BABUBHAI JESANGBHAI DESAI:
Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) whether Government has issued guidelines or standards governing the provision of
flyovers, road overbridges and underpasses during the construction, widening or expansion of
National Highways, including those passing through urban areas of Gujarat;
(b) the criteria adopted for determining the necessity, including parameters such as traffic
volume, accident, safety records, pedestrian, railway crossings and local connectivity
requirements;
(c) the procedure followed for identification, technical evaluation and approval of locations
for flyovers, overbridges and underpasses on National Highways; and
(d) whether representations or proposals received from State Governments or public
representatives are taken into consideration while finalising sites for such structures and, if
so, the details thereof?

(a) to (d) Flyovers, road overbridges and underpasses along National Highways (NHs)
including those sections of NHs passing through urban areas of Gujarat are planned, designed
and constructed in accordance with the provisions of Indian Roads Congress (IRC)
Guidelines. National Highways have provisions of vehicular under/overpass at the
intersection of National Highways and State Highways (SHs). Further, replacement of
railway level crossings along National Highways (NHs) with Road-Over-Bridges (ROBs) or
Road-Under-Bridges (RUBs) has been mandated. Identification, technical evaluations and
finalization of sites of such structures are done in accordance with the extant Policy as well
as IRC Guidelines duly considering parameters such as category of cross roads (NHs/SHs),
railway crossings, traffic volume, accidents, safety records, pedestrians, local connectivity
requirements and representations or proposals received from State Governments or public
representatives.
