Parliament Question: Functional Household Tap Connections under JJM in Barmer District

SHRI UMMEDA RAM BENIWAL: Will the Minister of JAL SHAKTI be pleased to state: (a) the number of Functional Household Tap Connections reported under the Jal Jeevan Mission (JJM) in Barmer district along with the number of such connections currently delivering water at the prescribed norm of fifty-five litres per capita per day on a regular basis and the details of connections found non-functional or delivering no water during any assessment conducted in the district; (b) the total number of tap connections reported and the number of functionally verified connections in Rajasthan keeping in view that Rajasthan is one of the States where JJM targets remain incomplete as of 2026 and the details of villages certified as Har Ghar Jal despite such connections not delivering regular water supply; and (c) whether the Government proposes to introduce mandatory independent functionality verification before certifying any village as Har Ghar Jal in view of the Government's Functionality Assessment, 2024 which found that only seventy-six per cent of households with tap connections nationally receive water meeting basic standards, if so, the details thereof and if not, the reasons therefor? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) to (c) To enable every rural household in the country, including those in Barmer district of Rajasthan, to have assured potable water, in adequate quantity of prescribed quality on regular and long-term basis, through tap water connections, since August 2019, Government of India in partnership with States/UTs, is implementing Jal Jeevan Mission (JJM) - Har Ghar Jal. At the start of the Mission, around 11.74 lakh (10.91%) rural households were reported to have tap water connections in Rajasthan. So far, as reported by the State, around 51.89 lakh rural households have been provided with tap water connections under JJM. Thus, as on 18.07.2026, Page 1 of 2out of 107.65 lakh rural households in the State, around 63.63 lakh (59.10%) households are reported to have tap water supply in their homes. As on date, out of 42,327 villages in State, 6,147 are certified as Har Ghar Jal. Similarly, at the start of the Mission, around 0.06 lakh (2.28%) rural households were reported to have tap water connections in Barmer district of Rajasthan. So far, as reported by the State, around 0.52 lakh rural households have been provided with tap water connections under JJM. Thus, as on 18.07.2026, out of 2.73 lakh rural households in the district, more than 0.58 lakh (21.37%) households are reported to have tap water supply in their homes. The Operational Guidelines of JJM 2.0 envisages detailed verification and certification process for declaring a village as Har Ghar Jal. A village is considered for certification only after completion of all water supply schemes covering all households and public institutions. Before certification, the scheme is required to undergo a mandatory trial run of at least 15 days to ensure reliable and sustained water supply, followed by formal commissioning and handover to the Gram Panchayat through a Jal Arpan ceremony. Thereafter, the Gram Panchayat convenes a Gram Sabha in the presence of a representative of the District Water & Sanitation Mission (DWSM) to pass a resolution certifying that all households, public institutions and eligible habitations have been provided with functional tap water connections and access to safe drinking water as per the prescribed norms. The resolution, along with a brief video recording of the Gram Sabha proceedings, is uploaded on the JJM Dashboard and only thereafter is the village marked as Har Ghar Jal Certified in the JJM-IMIS. ***** Page 2 of 2
