Parliament Question: fund allocated in GoBARdhan Scheme

SHRI RATANJIT PRATAP NARAIN SINGH: Will the Minister of JAL SHAKTI be pleased to state: (a) the State-wise and year-wise details of the funds allocated, sanctioned, disbursed and utilized under the GOBARdhan Scheme since 2019; (b) the scheme’s contribution in generating employment opportunities in rural areas, particularly in bio- energy and waste management sectors; (c) the mechanisms in place to monitor the performance and outcomes of GOBARdhan projects at the grassroots level; (d) steps taken to raise awareness about the benefits of the GOBARdhan Scheme among rural communities; and (e) whether Government is considering to expand the GOBARdhan Scheme to additional States and regions, if so, the details thereof? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI V. SOMANNA) (a) & (b) As per the operational guidelines of Swachh Bharat Mission (Grameen)[SBM(G)] -Phase II, financial assistance of upto Rs.50.00 lakh per district is available for setting up of community/cluster based biogas plant under Galvanizing Organic Bio-Agro Resources Dhan (GOBARdhan) scheme. Under the SBM(G) - Phase II, consolidated funds (Central Share) are released to States/UTs for all components as per their approved Annual Implementation Plan and availability of overall budget for the scheme. GOBARdhan is an integral component of Solid and Waste Management (SWM) for ensuring cleanliness in villages by converting bio-waste including animal waste, kitchen leftovers, crop residue and market waste into biogas and bio slurry. The Government has adopted a “Whole-of-Government” approach for the development of Compressed Biogas (CBG) projects under the GOBARdhan initiative across the country, involving multiple Ministries and Departments which have introduced various enabling measures for the growth of the CBG sector. As informed by the Ministry of Petroleum and Natural Gas (MoPNG), which is the Nodal Ministry for GOBARdhan scheme, MoPNG is implementing a scheme to support CBG producers for procurement of Biomass Aggregation Machinery (BAM) with a total outlay of Rs. 564.75 crore. So far, 37 proposals have been approved with financial assistance of approximately Rs. 248 crores. These projects are also contributing to the rural economy by generating employment, augmenting farmers’ income and circular economy supporting rural infrastructure development. Page 2 of 3(c) As informed by MoPNG, the Project proponents report the status and production data of their respective projects on the GOBARdhan Portal (https://gobardhan.eil.co.in/). Department of Drinking Water & Sanitation also monitors the community/cluster based biogas plants established under SBM (G) as reported by States/UTs on the GOBARdhan portal (d) & (e) Under SBM(G) Phase-II, GOBARdhan is an integral part of Solid Waste Management under SBM(G) Phase-II. Under Information, Education and Communication (IEC), the respective States/UTs are also undertake various interventions for raising awareness about this programme. Funds are allocated to the State/UT in a consolidated manner at the beginning of each financial year based on the projected demands by the States/UTs in their Annual Implementation Plan (AIP) including community/cluster based biogas plant and budget available at Centre during the financial year. MoPNG is also organizing workshops, seminars and meetings on a regular basis across the country to create awareness among entrepreneurs and farmers about the technical, financial and operational aspects of CBG and to encourage the establishment of more CBG projects.
