GOVERNMENT OF INDIA MINISTRY OF HEALTH AND FAMILY WELFARE DEPARTMENT OF HEALTH AND FAMILY WELFARE LOK SABHA UNSTARRED QUESTION NO. 2107 TO BE ANSWERED ON 31ST JULY, 2026 FUND ALLOCATION UNDER SPECIAL ASSISTANCE TO STATES 2107. SHRI CHAMALA KIRAN KUMAR REDDY: SHRI EATALA RAJENDER: Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state: (a) whether the State Government of Telangana has requested the Union Government for release of funds, due to the State to help in expediting the progress of works under Special Assistance to States for Capital Investment, if so, the details thereof; (b) whether the Union Government is yet to release, the balance of Rs. 264.23 crore from the Rs. 550 crores health grants received for the financial year 2023-24, where Rs. 285.77 crores has been released so far, if so the details and the reasons therefor; and (c) the steps being taken by the Union Government to expedite the release of Rs. 264.23 crore under Special Assistance to States for Capital Investment to the State Government of Telangana along with the timeline fixed to release such assistance? ANSWER THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY WELFARE (SHRI PRATAPRAO JADHAV) (a) & (b): As informed by Ministry of Finance, an amount of Rs.2,102 crore was approved to the State Government of Telangana for 79 projects under Part-I (Untied) of Special Assistance to States for Capital Investment (SASCI) 2023-24, which included an amount of Rs.550 crores for 24 projects at Sl No 1-24 of the annexure of Department of Expenditure’s letter No. 44(1)/PF- S/2023-24(CAPEX)-Telangana dated 22.06.2023 (copy enclosed). 66.67% of the approved amount, i.e. Rs.1,024.58 crore was released to the state as 1st instalment after deducting unutilized balance of Rs.376.82 crore pertaining to the amount released to Telangana under SASCI 2022-23.The request for release of 2nd instalment under Part I was sent by State government of Telangana at the fag end of the financial year 2023-24, vide letter dated 23.03.2024 and email dated 26.03.2024. The 2nd instalment was not released to the State in 2023-24. It is further informed that the Model Code of Conduct had come into force in Telangana on 16.03.2024 upon the announcement of General Elections to the Lok Sabha by the Election Commission of India. (c): SASCI 2023-24 has been concluded and at present the Ministry of Finance is implementing SASCI 2026-27. Under SASCI 2026-27, the States are free to seek assistance for ongoing projects as well as for clearing pending liabilities relating to eligible capital expenditure. Accordingly, the Government of Telangana may consider re-proposing, based on its priorities, the projects that were earlier proposed under SASCI 2023-24 under SASCI 2026-27, subject to extant scheme guidelines. *****
