FUNDING FOR SPECIAL PROJECTS UNDER PMAY-G

Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) whether the ministry has recently sanctioned any proposal for
funding Special Projects under Pradhan Mantri Awaas Yojana -
Gramin (PMAY-G) as per the Framework for Implementation (FFI)
for the State of Maharashtra;
(b) if so, the details thereof;
(c) the detailed amounts of Administrative funds released as per
the FFl of the PMAY-G to Maharashtra during the last five years;
and
(d) the details of climate-suitability and disaster-resilience
assessment of PMAY-G house designs implemented as per the
Bureau of Indian Standards (BIS)-certified (ISI), in high-rainfall
and forested tribal regions of Maharashtra?

(a) & (b): The Ministry of Rural Development is implementing the
Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) w.e.f. 1st April 2016
to provide assistance to eligible rural households for the construction
of Pucca houses with basic amenities to achieve the objective of
"Housing For All" in rural areas. Under the PMAY-G, the initial target
was to provide assistance for the construction of 2.95 crore houses
during FY 2016-17 to 2023-24. The Government of India approved the
implementation of the scheme during FY 2024-25 to 2028-29 to
provide assistance for the construction of 2 crore additional houses.
Page 1 of 3Up to 5% of the targets under PMAY-G, are reserved for Special
Projects. The Ministry allocates targets for Special Projects on the
basis of proposals received from States/Union Territories (UTs) as
per the Framework For Implementation (FFI) of the PMAY-G. The
State Government of Maharashtra had submitted proposal for
rehabilitation of the households affected due to natural calamities
such as heavy rainfall and floods during the period of June to
November 2025, under the Special Project of the PMAY-G. The
Ministry has approved target of 'not more than 9,693 houses' under
special project component of the PMAY-G during FY 2025-26 in the
State of Maharashtra and also allowed special window on Awaas+
App to identify the affected households.
(c): The PMAY-G provisions for administrative funds at 2% of the
programme funds with bifurcation of 0.30% retained at central level
and release of 1.70% to the States/UTs for meeting
the administrative expenses as per the FFl of PMAY-G. The Ministry
has released an amount of Rs. 118.78 crore as Central Share of
administrative funds to the State of Maharashtra under the PMAY-G
during the last five years (FY 2020-21 to 2024-25).
(d): Under PMAY-G, the house is constructed by the beneficiary
himself/herself or under his/her supervision. Further, as per the
guidelines of PMAY-G, the States/UTs should provide the
beneficiaries a bouquet of options of house designs according to
the local climatic conditions, using appropriate local material
and technology suitable to the region of their residence. Also, based
on requests from the beneficiaries, the State/UT Government may
facilitate supply of construction material at competitive rates.
The Ministry of Rural Development has also published a
compendium of rural housing typologies “PAHAL” which is available
on the program website of PMAY-G. The Ministry has taken an
initiative to digitize PAHAL to recommend ideal housing design to
beneficiary through Awaas App.
The Ministry has also developed a mobile application namely
Awaas Support Application for Knowledge, Help and Innovation or
AwaasSAKHI with aim to provide help, enable access to knowledge
and promote innovation in PMAY-G. Through this App, beneficiaries
are also provided information regarding availability of house design
typologies, locally available Bureau of Indian Standards (BIS)-
certified construction material and rural masons.
Page 2 of 3Further, the Ministry has requested all the States/UTs through
letter dated 24.06.2024 and during review meetings, to issue
direction to officials concerned to encourage and orient
beneficiaries as far as possible, to procure BIS-certified (ISI
marked) construction material. Also, the Ministry in collaboration
with BIS organized Capacity Building Programme for senior officials
of Rural Development Department of States/UTs in December, 2024
to sensitize them on the Indian Standards relevant to housing
sectors, and about tools and platforms developed by BIS which they
can leverage upon for ensuring quality construction of houses under
PMAY-G.
In addition to the above, the State Government of Maharashtra
has informed regarding following provisions for the beneficiaries
under the PMAY-G:
i.Under PMAY-G, the Government of Maharashtra has
introduced the concept of Block-level Demo Houses to guide
beneficiaries in adopting climate-resilient and disaster-
resilient construction practices.
ii.These demo houses demonstrate climate-appropriate housing
designs to ensure better quality and durable houses under
PMAY-G, particularly in the high-rainfall and forested tribal
regions of Maharashtra.
iii.In these regions, beneficiaries generally construct their
houses using locally available materials, keeping in view the
geo-climatic and socio-cultural conditions of the area.
iv.Beneficiaries visit these demo houses before commencing the
actual construction of their houses to understand the
recommended designs, construction techniques, and best
practices.
