Parliament Question: Funds allocated under Himachal Pradesh water resources schemes

SHRI HARSH MAHAJAN: Will the Minister of Jal Shakti be pleased to state: (a) amount of funds allocated by the Central Government to Himachal Pradesh during the last three years under various Government schemes relating to Jal Shakti sector, year-wise; (b) amount of funds actually utilised in Himachal Pradesh during said period under aforesaid schemes and amount of funds lapsed due to non-utilisation, along with scheme-wise details; (c) number of utilisation certificates submitted by Government of Himachal Pradesh to Central Government so far under these schemes and number pending, with scheme-wise details; and (d) steps being taken by the Central Government to ensure proper and timely utilisation of funds allocated under Jal Shakti schemes in the State? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (d): As reported, the funds allocated by the Central Government to Himachal Pradesh and the utilisation certificate details thereon during the last three years is given under: I. Flood Management and Border Areas Programme (FMBAP): As reported, during the last three years, an amount of Rs. 30.16 Crore has been released as Central Assistance in FY 2023-24 to the State Government of Himachal Pradesh in respect of the project namely Providing flood protection work for Kanda Pattan (Beas River) Sakrain, Malthod, Thothu and Samour khad in Tehsil Sarkaghat, Distt Mandi which has an estimated cost of Rs. 145.73 Cr and was included under the FMBAP Scheme at Rs. 141.118 Cr. In respect of this, a utilization certificate amounting to Rs. 33.5111 Crore (CS: 30.16 Cr and SS: 3.3511 Cr) has been submitted by State Government of Himachal Pradesh. 1III. The Departments concerned issue advisories from time to time and hold review meetings, conferences, workshops and video conferences, including at the highest level, wherein States are advised to plan and expedite implementation in a time-bound manner. In addition, field and site visits are also undertaken to handhold the States, and the progress is periodically monitored through video conferences, webinars, workshops and site visits to ensure proper and timely utilisation of the allocated funds. ***** 2
