Funds Allocated under Samagra Shiksha for Assam
2563. Md. Rakibul Hussain:
Will the Minister of EDUCATION be pleased to state:
(a) whether funds allocated under Samagra Shiksha for Assam were reduced or remained
unutilised during the last five years, if so, the details of funds allocated, released and utilized,
year-wise;
(b) whether any delays in fund release have affected remedial teaching and infrastructure
support in the said State, if so, the details thereof; and
(c) the details of steps taken by the Union Government to ensure timely utilisation of the said
funds by the State Government?

(a) to (c): The Department of School Education & Literacy is implementing the Centrally
Sponsored Scheme of Samagra Shiksha in partnership with all the States and UTs. Financial
assistance is provided to all States and UTs for various components for implementation of the
interventions under Samagra Shiksha as per norms. Details of funds allocation, Central share
released and fund utilized including State share by State of Assam under Samagra Shiksha for
the last five years i.e. from 2020-21 to 2024-25 is given below:

Under Samagra Shiksha, funds are released to the States/UTs based on the pace of
expenditure, receipt of commensurate state share, audited accounts, statement on outstanding
advances, up-to date expenditure statement, audited utilization certificate of previous year
and furnishing of requisite information as prescribed by Ministry of Finance and the Manual
on Financial Management & Procurement of the Scheme. The allocation of central share to
States/UTs under Samagra Shiksha are made as per the Annual Work Plan & Budget(AWP&B) submitted by the State. The proposals are appraised and approved by the Project
Approval Board (PAB) in the Ministry in consultation with the respective State/UT
Government.
Education is a subject in the concurrent list of the Constitution and majority of the
schools and teachers in the country are under the administrative control of the State
Governments and UT Administrations. The States/UTs play pivotal role in conceptualization,
implementation and realization of such schemes at the grass root level. The NEP, 2020 has
laid down the broad framework and finer contours of Education at all levels and facets.
This Department has launched a comprehensive online monitoring system called
PRABANDH (Project Appraisal, Budgeting Achievements and Data Handling). The system
enables Ministry of Education and States & UTs to monitor the releases and expenditure
besides viewing approved outlays and other scheme related information. Regular follow ups
and review meetings are held with the States/UTs ensuring an integrated approach for
monitoring timely utilization of funds and smooth implementation of the scheme.
