Will the Minister of EDUCATION be pleased to state:
(a) the Central share released to the State of Karnataka under the Sarva Shiksha
Abhiyan (SSA) from 2004-05 and under the Samagra Shiksha Abhiyan thereafter,
along with enrolment, learning outcomes indicators and infrastructure outcomes
(classrooms, toilets, ICT labs) achieved each year, year-wise;
(b) the details of allocations and expenditure in Karnataka under the Rashtriya
Madhyamik Shiksha Abhiyan (RMSA) since 2009-10 and its integration under
Samagra Shiksha and Mid Day Meal Scheme/PM POSHAN since 2004-2005, year-
wise;
(c) the funds released to Karnataka under the PM Uchchatar Shiksha Abhiyan (PM-
USHA) and earlier Rashtriya Uchchatar Shiksha Abhiyan (RUSA), year-wise;
(d) the details of new Kendriya Vidyalayas (KVs) and Jawahar Navodaya Vidyalayas

(a) & (b): The Department of School Education and Literacy is implementing Centrally
Sponsored Scheme ‘Samagra Shiksha’ since 2018-19, which subsumed Sarva
Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA), and Teacher
Education (TE). Samagra Shiksha envisages school education as a continuum from
pre-school to senior secondary level and aims to ensure inclusive and equitable qualityeducation at all levels. Under the Scheme, lump sum financial assistance is provided
to States/UTs for all the components including learning outcomes and infrastructure.
The details of Central Share released under SSA since 2004-05 and Samagra Shiksha
since inception (2018-19) are at Annexure – I and details of Central Share released
and expenditure under PM POSHAN scheme since 2004-05 and RMSA since 2009-
10 to the State of Karnataka, year-wise, are at Annexure – II. Further, details of
enrolment and infrastructure such as classrooms, toilets, ICT labs in the State of
Karnataka are provided at Annexure – III (learning outcome indicator is covered in
part (e) of the reply).
(c): The Department of Higher Education is implementing the Rashtriya Uchchatar
Shiksha Abhiyan (RUSA), a Centrally Sponsored Scheme designed to provide
financial support to selected State Government Universities and Colleges to enhance
their quality and ensure adherence to prescribed norms and standards. The
Government launched the third phase of RUSA in June, 2023 as the Pradhan Mantri
Uchchatar Shiksha Abhiyan (PM-USHA) with a total outlay of ₹12,926.10 crore for the
period 2023-24 to 2025-26, with a focus on addressing the needs of educationally
unserved and underserved regions.
Since the inception of the scheme, an amount of ₹424.17 crore (Central Share)
has been released to the State of Karnataka. The details of fund releases are provided
at Annexure-IV.
(d): A total of 56 Kendriya Vidyalayas (KVs) and 32 Jawahar Navodaya Vidyalayas
(JNVs) have been sanctioned in the State of Karnataka. The detailed list of KVs and
JNVs in the State is provided at Annexure–V & VI respectively.
(e): Gross Enrolment Ratio (GER), Gender Parity Index (GPI) and Pupil Teacher
