Parliament Question: Funds for Panchayati Raj Institutions

GOVERNMENT OF INDIA MINISTRYOF PANCHAYATI RAJ LOK SABHA UNSTARREDQUESTION NO.†5163 ANSWEREDON 24.03.2026 FUNDS FORPANCHAYATI RAJ INSTITUTIONS †5163.SHRIBHARATSINGH KUSHWAH: Will the Minister of PANCHAYATIRAJ be pleased to state: a. the details of the funds allocated to the Gwalior Parliamentary Constituency under various Central schemes being implemented by the Ministry since the year 2022-23, yearandscheme-wise; b. the details of the actual expenditure made out of the funds allocated during the said period,yearandscheme-wise; c. the reasons for the slow physical and financial progress in comparison to the funds allocatedunderthe said schemes; and d. the steps being takenby the Government toensure maximumand timelyutilization of the funds? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJEEVRANJAN SINGH ALIAS LALAN SINGH) (a) & (b) Panchayat is a State subject and the Ministry of Panchayati Raj (MoPR) supplements and complements the efforts of State Governments, including fund support under the schemes towards strengthening and efficient functioning of the Panchayati Raj Institutions (PRIs) on a continuousbasis. The MoPR implements Centrally Sponsored scheme of revamped Rastriya Gram Swaraj Abhiyan (RGSA) for capacity building and training of the elected representatives and functionaries of the PRIs, Central Sector schemes of Incentivisation of Panchayat (IoP) to provide incentives to the Panchayats in recognition of their good developmental works at all levels and e-Panchayat Mission Mode Project (eMMP) for promotion of e- governance (no fund isprovidedtothe States underthisScheme). Further, a Central Sector Scheme of SVAMITVA(Survey of Villages Abadi & Mapping with Improvised Technology in Village Areas) is implemented to provide record of rights to the inhabitantsof rural areas. RGSA, IoP and ePanchayat-MMP schemes are implemented with active participation, involvement and collaboration with State/UTs in the country including in the Gwalior 1Parliamentary Constituency of Madhya Pradesh. The SVAMITVAscheme is implemented in most of the States/UTs includingMadhya Pradesh. The funds underthe RGSAandSVAMTVAschemesare not released tothe Districts or toany constituency, but to the State/UTs. The year-wise release and utilisation of funds to/by Madhya PradeshunderRGSAscheme since 2022-23 are asunder: (Rs. Under the IoPscheme,a of total of Rs. 2.72crore was released for the Panchayatsin Madhya Pradeshin2022-23 thatincludes Rs.5lakh for Jorasi Gram Panchayatof the Gwalior District. After 2022-23, noPanchayatshave received anyaward andassuch noaward money. (c) Since the FY 2022-23, the state of Madhya Pradesh has provided training to a total of 8,81,112participants,including2,70,339inthe currentFY2025-26(asofFebruary28,2026). In terms of infrastructure, 50 Gram Panchayat Bhawans were approved in FY 2024-25. Furthermore,the state successfullyprocuredall289 computersapprovedfor thatsame period. Madhya Pradesh has achieved a significant milestone by completing 100% of drone surveys in its notified villages. Thiscompletion supports the creation of accurate land recordsand the issuance of propertycards, providing ‘Recordof Rights’ torural household owners. Under the e-Panchayat Mission Mode Project (MMP), Madhya Pradesh has successfully onboarded 100% of its Village, Block, and Zila Panchayats to the eGramSwaraj portal, with 21,950 Village Panchayats actively conducting online payments. The state's digital infrastructure is robust, with 22,565 Gram Panchayats equipped with computers and 18,106 service-ready points established for broadband connectivity. Furthermore, transparency has been institutionalized with 22,978 Gram Panchayats uploading their development plans (GPDP) and 23,304 Panchayati Raj Institutions (PRIs) completing audited reports for the 2023-24 period. Between 2020-21 and 2022-23, Madhya Pradesh consistently secured 18 National Panchayat Awards annually, totalling 54 awards over that three-year period. These awards included the Deen Dayal Upadhyay Panchayat Sashaktikaran Puraskar (DDUPSP), Nanaji Deshmukh Rashtriya Gaurav Gram Sabha Puraskar (NDRGGSP), and awards for Gram PanchayatDevelopment Plansandchild-friendlyinitiatives.
