FUNDS FOR RURAL SCHEMES IN RAJASTHAN
517. Shri Rahul Kaswan:
Will the Minister of RURAL DEVELOPMENT be pleased to state:
(a) the details of funds allocated by the Central Government for
the development of rural areas of the State of Rajasthan and
the activities on which funds were spent during each of the
last three years;
(b) the details of the schemes being run at Panchayat level at
present in Rajasthan, particularly in ChuruLokSabha
Constituency;
(c) whether the Government is aware of any irregularities in
Government schemes at Panchayat level in rural areas of
Rajasthan, particularly in Nohar and Bhadra sub-divisional
headquarters of Churu and Hanumangarh districts;
(d) if so, the measures taken to stop such irregularities; and
(e) the details of funds allocated and utilized, so far , to the Sub-
Divisional Headquarters of Rajasthan, particularly Churu and
Hanumangarh district?

(a) & (b): Ministry of Rural Development (MoRD) is implementing a
number of welfare schemes/programmes such as Mahatma Gandhi
National Rural Employment Guarantee Scheme (MGNREGS),
Pradhan MantriAwaasYojana-Gramin (PMAYG), Pradhan Mantri Gram
SadakYojana (PMGSY), DeendayalAntyodayaYojana - National Rural
Livelihoods Mission (DAY-NRLM),
DeenDayalUpadhyayaGrameenKaushalyaYojana (DDUGKY), Rural
Self Employment Training Institutes(RSETIs), National Social
Page 1 of 3Assistance Programme (NSAP) and Watershed Development
Component (WDC) of the Pradhan MantriKrishiSinchayeeYojana
(WDC-PMKSY) for overall development of rural areas of the country,
including those in the Churu and Hanumangarh districts of
Rajasthan. These schemes/programmes aim to alleviate poverty and
to bring about overall improvement in the quality of life of the
people in rural areas of the country by strengthening livelihood
opportunities, providing minimum guaranteed employment,
promoting self-employment, skilling of youths in various useful
trades and entrepreneurship qualities, infrastructure development
and provision of social assistance.
The details of funds allocated/released to the State of Rajasthan for
the development of rural areas for the above-mentioned activities
under various rural development schemes/programmes during the
last three years, wherever maintained, are as under:

(c) to (e): Grievance redressal is an integral and important part in
the implementation of the programme and being resolved as per
guidelines of the schemes on priorities. There is a procedure of
lodging complaints on the Centralized Public Grievance Redressal
and Monitoring System (CPGRAMS) portal (pgportal.gov.in). The
complaints received in the Ministry through CPGRAMs or otherwise,
are forwarded to the respective State Governments for redressal of
the grievance and furnishing the Action Taken Report to the
Ministry under intimation to the complainant within one month of
Page 2 of 3receipt of the complaint. However, under MGNREGS, as per records
available on the Centralized Public Grievance Redress and
Monitoring System (CPGRAMS), a total of 10 grievances were
received from Nohar and Bhadra Blocks of Hanumangarh district
and 3 grievances were received from Churu district during the last
three financial years. All such grievances were referred to State
Government for conducting inquiry into and further follow-up action
on the same.
So far as the details of funds allocated and utilized to the Sub-
Divisional Headquarters of Rajasthan are concerned, this Ministry
does not maintain such data. However, funds under various
schemes/programmes, implemented by MoRD are allocated to the
States/UTs, including in the State of Rajasthan, which in turn
release to the concerned districts/local bodies. Hence, this Ministry
does not allocate funds directly to any Sub-Divisional Headquarters,
including Churu and Hanumangarh districts.
