(a) the total amount of funds released by the Government for the Samagra Shiksha Abhiyan
since FY 2020 and the proportion of funds utilised, State/UT-wise between 2020–2025;
(b) the details of the outstanding dues/claims/un-released amounts owed by the Government
to States/UTs under the Scheme as on October 2025, along with the reasons for delay in
disbursing funds;
(c) the details of the measures being taken by the Government to ensure effective utilisation of
funds, particularly in States/UTs which have utilised less than 75 percent of the funds released;
and
(d) whether the Government has taken any steps/measures to clear pending dues and
strengthen mechanisms to monitor fund utilisation and project implementation under the
scheme and if so, the details thereof?

(a) & (b): The Department of School Education & Literacy is implementing the Centrally
Sponsored Scheme of Samagra Shiksha in partnership with all the States and UTs. Financial
assistance is provided to all States and UTs for various components for implementation of the
interventions under Samagra Shiksha as per norms.
State-wise details of Central Share released and the Funds utilised under Samagra Shiksha since
2020-21 to 2024-25 is at Annexure.
(c) & (d): Under Samagra Shiksha, funds are released to the States/UTs based on the pace of
expenditure, receipt of commensurate state share, audited accounts, statement on outstanding
advances, up-to date expenditure statement, audited utilization certificate of previous year and
furnishing of requisite information as prescribed by Ministry of Finance and the Manual on
Financial Management & Procurement of the scheme. The allocation of central share to

Further, Education is a subject in the concurrent list of the Constitution and majority of the
schools and teachers in the country are under the administrative control of the State
Governments and UT Administrations. The States/UTs play pivotal role in conceptualization,
implementation and realization of such schemes at the grass root level. The NEP, 2020 has laid
down the broad framework and finer contours of Education at all levels and facets.
