Shri Jai Parkash: Shri Satpal Brahamchari: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) whether the Government has assessed the available sports infrastructure, stadiums, playgrounds, indoor halls and training facilities for promoting sports in the country, including Hisar Lok Sabha Constituency and if so, the details thereof; (b) whether any proposal is under consideration for construction or upgradation of new sports stadium, multi-purpose sports complex, synthetic track, rural playground or other sports facilities in the said constituency under any scheme of the Government; (c) the details of amount sanctioned and incurred for the development of sports stadium, multipurpose sports complex, sports academy and other sports facilities in Sonipat Lok Sabha constituency during the last three years and the current year; (d) whether the Government is implementing any special scheme to provide the players the benefits of modern training, sports equipments, coaches, scholarships and talent identification programmes, and special assistance for the preparation of national and international competitions; and (e) if so, the details thereof and the future plan of action in this regard, particularly the new steps proposed by the Government to promote the sports talents in the said Constituency? Page 1 of 3STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. †*8 TO BE ANSWERED ON 20.07.2026 REGARDING “FUNDS SANCTIONED FOR SPORTS INFRASTRUCTURE” ASKED BY SHRI JAI PARKASH AND SHRI SATPAL BRAHAMCHARI, HON’BLE MEMBERS OF LOK SABHA (a) and (b) ‘Sports’ being a State subject, the responsibility for development of sports, including assessment of sports infrastructure, development and upgradation of sports stadiums, playgrounds, indoor halls and training facilities, provision of modern coaching, sports equipment, scholarships, talent identification and athlete support, rests primarily with the respective State/Union Territory Governments. The Union Government supplements these efforts by bridging critical gaps. No such assessment by the State Government on above is received in this Ministry. The Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance for development of sports infrastructure is provided are demand-driven schemes. The proposals received from the State/ Union Territory Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme and National Sports Development Funds (NSDF), across the country, including in Hisar and Sonepat Lok Sabha constituencies of the State of Haryana, are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf-glance.html, respectively. (c) Funds are allocated and released Scheme-wise and not State/UT-wise and component-wise. The details of funds allocated and expenditure incurred under various Sports Development Schemes of the Department of Sports across the country, during the last three years and the current year are as under: (amount in ₹ crore) Financial Year Funds allocated Expenditure incurred 2023-24 2380.86 2329.35 2024-25 2332.50 2136.97 2025-26 2347.14 2228.88 2026-27 1981.35 367.81 (as on 14.07.2026) Page 2 of 3(d) and (e) The Ministry of Youth Affairs and Sports implements the following schemes for the promotion of sports in the country, including in the State of Haryana: i. Khelo India – National Programme for Development of Sports; ii. Assistance to National Sports Federations (NSFs); iii. Cash Incentives to Medal Winners in International Sports Events and their coaches; iv. National Sports Awards; v. Pension to Meritorious Sportspersons; vi. Pandit Deendayal Upadhyay National Welfare Program for Sportspersons; vii. National Sports Development Fund; viii. Running Sports Training centres through Sports Authority of India (SAI); and ix. National Centre for Sports Science and Research (NCSSR). Details of the above schemes are available in the public domain on the websites of this Ministry and the Sports Authority of India. The Government continues to strengthen the sports ecosystem through development of sports infrastructure, expansion of athlete development programmes, talent identification initiatives and support to eligible proposals received from State Governments and other implementing agencies under the existing schemes. ***** Page 3 of 3
