Priyanka Gandhi Vadra: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) the details of the funds released for Pradhan Mantri Awas Yojana-Gramin (PMAY-G) during the last two years (2024-25 and 2025-26), State-wise including Wayanad Lok Sabha Constituency; (b) the details of funds sanctioned under the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), State-wise, including Wayanad Lok Sabha Constituency; and (c) the details of reasons for delay in release of funds and the action taken to expedite the same under such schemes? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (DR. CHANDRA SEKHAR PEMMASANI) (a): The Ministry of Rural Development is implementing Pradhan Mantri Awaas Yojana- Gramin (PMAY-G) with effect from 1st April 2016 to achieve the objective of "Housing for All" in rural areas by providing assistance to 4.95 crore eligible rural households with basic amenities by March 2029. As on 19.03.2026, a cumulative target of 4.15 crore houses has been allotted to States/UTs out of which 3.91 crore houses have been sanctioned and 2.98 crore houses have been completed. The funds under PMAY-G are allocated to the States/UTs considering the State/UT as a unit. Further allocation of these funds to districts is done by the respective State/UT Government. An amount of ₹ 26,625 crore was released to States under PMAY-G in FY 2024-25 and ₹ 14,301.32 crore have been released in FY 2025-26. In the State of Kerala, ₹ 66.02 crore was released in FY 2024-25 and ₹ 510.85 crore mother sanction have been issued in FY Page 1 of 52025-26 and out of that ₹ 37.39 crore have been utilized so far.The State/UT-wise fund release under PMAY-G is provided in the Annexure I. (b): The Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM- JANMAN) was launched on 15th November 2023 to address critical gaps in the well-being of 75 Particularly Vulnerable Tribal Groups (PVTGs) across the nation. The PM-JANMAN aims to implement 11 pivotal interventions spanning 9 key Ministries including Ministry of Rural Development for 3 years from FY 2023-24 to 2025-26. The provision of pucca house to the PVTG households is one of the interventions under the PM JANMAN which is being implemented by the Ministry of Rural Development. As on 19.03.2026, a total of ₹ 3,113.56 crore have been released under PM-JANMAN to States and out of that ₹ 568.51 crore have been released in FY 2025-26. The State/UT-wise fund release under PM- JANMAN is provided in Annexure II. In the State of Kerala, a total of ₹ 6.81 crore has been released under PM-JANMAN as on 19.03.2026. The allocation of funds to Districts is done at the State level as per the guidelines under the scheme. The allocation of targets and budget is given to the States/UTs every financial year based on the Annual Action Plan submitted by the respective State/ UT Government. The Government is committed to provide funds for achieving the targets as per the guidelines of the Scheme. The Central share release is contingent on the balance targets, pending liability, utilization of funds including the release of State share, submission of utilization Page 2 of 5certificate and compliance with the scheme & Ministry of Finance Guidelines. The State of Kerala has onboarded SNA SPARSH fund release platform recently and mother sanction for the fund allocation during FY 2025-26 has been issued to the State. The Ministry is taking various steps to increase the pace of house sanction & completion and achievement of the targets under the scheme. Some of which are as under: i. Timely allocation of targets to the States/UTs ii. Launch of PMAY-G analytic Dashboard for monitoring and supervision of the scheme. iii. Monitoring of house sanction and completion using latest IT tools and technologies. iv. Regular reviews with States v. Expediting completion of those houses where 3rd or 2nd installment of funds has been released. vi. Timely release of funds as per requirements of States/UT. vii.
