Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state:
(a) the current construction and commissioning status of the Ganga Expressway and other
access-controlled expressways;
(b) what safety audits and crash barrier standards have been enforced before opening these
corridors;
(c) how maintenance responsibilities are being monitored during the defect-liability period;
and
(d) whether any penalties have been imposed on concessionaires for delays or quality
deviations and if so, the details thereof?

(a) to (d) The Government in Ministry of Road Transport & Highways is primarily
responsible for development and maintenance of National Highways (NHs) in the
country. As far as Ganga expressway is concerned, the project has been undertaken by the
State Government of Uttar Pradesh.
Project-wise details of completed and commissioned expressway on NHs is at
Annexure-I and commissioning status of ongoing access-controlled expressway projects on
NHs is at Annexure-II. Delay in construction of these expressway has been mostly caused
due to utility shifting, land acquisition delay, Change of Scope (COS) works due to Force
Majeure conditions, General arrangement Drawings (GAD) clearance for Road Over Bridge
(ROB), issue of non-reimbursement of transportation cost of pond ash by Thermal Power
Plants in some States in accordance with the notification dated 25.01.2016 of the
Government in Ministry of Environment, Forest and Climate change, non availability of
earth for highway construction in some States due to onerous conditions, etc.Works on NHs are carried out as per standards, guidelines, manual, code of practice
of Indian Roads Congress as well as specifications for Road and Bridge Works. Necessary
road safety measures inter-alia include provision of service roads, median openings, merging
and diverging facilities, crash barriers, signage boards, foot over bridges, etc. are part of the
works. Further, Road Safety Audit is carried out for the independent assessment of newly
constructed Expressway before opening them to commercial traffic. All identified road safety
issues, including those related to crash barriers, road signage and markings, are addressed
before the road is opened to the public.
Compliance to the maintenance requirements is ensured through regular field visits and
inspections by the Authority Engineer (AE) / Independent Engineer (IE) and Authority
officers. Repair of identified defects / issues in the road condition during defect liability
period are rectified by the Contractor / Concessionaire within the stipulated timelines as per
provisions of the Contract Agreement and its Schedules.
Actions against defaulting agencies are taken as per the provisions of the Contract/
Concession agreement in case of any defaults. In addition to termination/debarment/
blacklisting of defaulting agencies, penalties/ liquidated damages are also levied on
Contractor for damages/ sub-standard work.
Penalty amounting to Rs 42.76 crore have been imposed on Contractors/
Concessionaires for delay/ deviation from stipulated quality control standards for access
controlled Expressway projects taken up by the Government.ANNEXURE-I
