Governance of AI-Generated Fake Historical Content
124. Shri Ummeda Ram Beniwal:
Will the Minister of CULTURE be pleased to state:
(a) whether the Government has taken note of the increasing use of Artificial Intelligence
for generating videos, images, speeches, documentaries and other content relating to
historical events and personalities;
(b) whether any mechanism exists for identification, verification or authentication of
Artificial Intelligence-generated content that may affect the accuracy of India's historical and
cultural records;
(c) whether the Government has formulated or proposes to formulate any guidelines,
standards or framework governing the use of Artificial Intelligence in the creation and
dissemination of historical and cultural content; and
(d) the details of the steps taken or proposed to be taken to preserve the authenticity of
India's historical and cultural heritage in the digital domain?

(a) & (b) No such instance has been reported. The National Archives of India (NAI),
Ministry of Culture, which is primarily mandated to preserve the historical archival records in
their original physical and digital forms, is also closely working on the applicability of
Artificial Intelligence in the field of historical and cultural records.
(c) No separate guidelines have been issued by the Ministry. The policy matters
pertaining to Artificial Intelligence is being governed by Ministry of Electronics and
Information Technology MeitY.(d) Ministry has awarded the contract of digitization of 30 crore pages. The digitized
records are being uploaded to NAI’s dedicated portal Abhilekh Patal, to facilitate worldwide
access to India’s archival heritage for researchers, scholars, and the general public.
