Parliament Question: Gram Nyayalaya in Patiyali Tehsil of Kasganj

GOVERNMENT OF INDIA MINISTRY OF LAW AND JUSTICE DEPARTMENT OF JUSTICE LOK SABHA UNSTARRED QUESTION NO. 5665 TO BE ANSWERED ON FRIDAY, THE 27TH MARCH, 2026 GRAM NYAYALAYA IN PATIYALI TEHSIL OF KASGANJ 5665. SHRI DEVESH SHAKYA: Will the Minister of LAW AND JUSTICE be pleased to state: (a) whether the Government is aware that the proposal to convert the Gram Nyayalaya located in Patiyali Tehsil of Kasganj district in Uttar Pradesh into a Civil Court is pending, if so, the reasons therefor; (b) whether it is also true that the Hon’ble High Court of Allahabad has directed that land be made available for the said court, but the matter has been delayed due to the pendency of land allocation at the level of the Kasganj district administration; and (c) if so, the details of the information received by the Union Government from the State Government and the district administration in this regard and the present status of the land allotment? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a) to (c): As per the Gram Nyayalaya Act, 2008, the State Government, after consultation with the High Court, may, by notification, establish one or more Gram Nyayalayas for every Panchayat at intermediate level or a group of contiguous Panchayats at intermediate level in a district or where there is no Panchayat at intermediate level in any State, for a group of contiguous Gram Panchayats. The Act, therefore, does not make setting up of Gram Nyayalayas mandatory. Further, establishment or conversion of District Courts, Civil Courts or Subordinate Courts in the State falls within the jurisdiction of respective High Courts, who take decision in the matter in consultation with the State Governments concerned. As per information provided by the High Court of Allahabad, the matter for acquisition of 4.615 hectare of land parcel in Patiyali Tehsil for conversion of Gram Nyayalaya into Civil Court rests with the High Court of Allahabad. ******
