Shri Konda Vishweshwar Reddy: Will the Minister of YOUTH AFFAIRS AND SPORTS be pleased to state: (a) the details of sports infrastructure projects sanctioned in the State of Telangana by the Government under the Greenfield and Brownfield categories during the last five years and the current year, year and district-wise; (b) the details of funds sanctioned, released and utilised for each such project during the said period including the present status of implementation, percentage of physical and financial progress and the expected date of completion thereof; (c) the details of projects that have not been completed within the stipulated timeline project-wise, indicating the reasons for the delay; (d) whether the Government has reviewed the delays in execution of such projects and if so, the corrective measures taken to ensure their early completion; and (e) whether the Government proposes to sanction any additional Greenfield or Brownfield sports infrastructure projects in Telangana during the current financial year and if so, the details thereof? ANSWER THE MINISTER OF YOUTH AFFAIRS & SPORTS [ DR. MANSUKH MANDAVIYA ] (a) to (e) ‘Sports’ being a State subject, the responsibility for development of sports, including development and strengthening of sports infrastructure, rests primarily with the respective State/Union Page 1 of 2Territory Governments. The Union Government supplements these efforts by bridging critical gaps. The Khelo India Scheme and National Sports Development Fund (NSDF), implemented by this Ministry, under which financial assistance for development of sports infrastructure is provided are demand-driven schemes. The proposals received from the State/ Union Territory Governments and other eligible entities are considered for financial support, subject to their completeness, technical feasibility and availability of funds under the scheme. The details of the sports infrastructure projects approved and their sanctioned cost, funds released and their physical and financial progress, under the Khelo India Scheme and National Sports Development Funds (NSDF), across the country, including in State of Telangana, are available in public domain on the dashboards of the Ministry at https://mdsd.kheloindia.gov.in and http://www.nsdf.yas.gov.in/nsdf-glance.html, respectively. The responsibility of executing the projects rests with the grantee. The Ministry continuously monitors the implementation of sanctioned projects through regular review meetings with grantees and implementing agencies, field inspections and visits by Project Monitoring Committees to assess actual physical progress, periodic progress reports, continuous interaction with concerned stakeholders, and submission of Utilization Certificates (UCs) in respect of funds released. Delays, wherever encountered, are generally attributable to factors such as statutory clearances, land-related issues, tendering and contractual processes, revision in project scope, adverse weather conditions and other local implementation issues. This Ministry regularly takes up the matter related to delayed projects with the grantees to expeditiously ensure timely completion of the projects. ***** Page 2 of 2
