Parliament Question: Guwahati-Tezpur and Tezpur-Silghat Railway Line

GOVERNMENT OF INDIA MINISTRY OF RAILWAYS LOK SABHA UNSTARRED QUESTION NO. 907 TO BE ANSWERED ON 04.02.2026 GUWAHATI-TEZPUR AND TEZPUR-SILGHAT RAILWAY LINE †907. SHRI RANJIT DUTTA: Will the Minister of RAILWAYS be pleased to state: (a) the present status of the approved Final Location Survey (FLS) for the new railway lines specifically the proposed Guwahati-Tezpur line and the Tezpur-Silghat line; (b) the expected timeline for the implementation and completion of these projects; (c) the details of the steps taken to improve the existing rail infrastructure in Tezpur district including upgrading and modernizing stations and providing better passenger amenities; (d) whether the Government proposes to increase the connectivity, frequency and quality of passenger rail services in this region and if so, the details thereof; (e) whether the Government proposes additional initiative to strengthen the overall railway network and boost enconomic development in Tezpur and surrounding areas; and (f) if so, the details thereof and if not, the reasons therefor? ANSWER MINISTER OF RAILWAYS, INFORMATION & BROADCASTING AND ELECTRONICS & INFORMATION TECHNOLOGY (SHRI ASHWINI VAISHNAW) (a) to (f): Detailed Project Report (DPR) for Agthori (Guwahati) - Dekargaon (Tezpur) New Line Project (129 Km) and Dekargaon (Tezpur) - Silghat New Line Project (25 Km), has been prepared. After preparation of Detailed Project Report (DPR), sanctioning of project Contd...2/--:2:- requires consultation with various stake-holders including State Governments and necessary approvals viz. appraisal of NITI Aayog, Ministry of Finance etc. As sanctioning of projects is a continuous and dynamic process, exact timelines depend upon appraisals and approvals by various stakeholders. Serving station for Tezpur is Dekargaon which is served by 06 pairs of train services detailed as under:- SN Train Number and Name 1 15813/14 Dekargaon - Murkongselek Express 2 15815/16 Guwahati - Dekargaon Intercity Express 3 55821/22 Rangiya - Dekargaon Passenger 4 55823/24 Rangapara North - Dekargaon Passenger 5 55819/20 Mendipathar - Guwahati Passenger 6 55861/62 Rangiya - Dekargaon Passenger Station Redevelopment Ministry of Railways has launched Amrit Bharat Station Scheme for redevelopment of stations with a long-term approach. The scheme involves preparation of master plans and their implementation in phases to improve the stations. The master planning includes:  Improvement of access to station and circulating areas  Integration of station with both sides of city Contd...3/--:3:-  Improvement of station building  Improvement of waiting halls, toilets, sitting arrangement, water booths  Provision of wider foot over bridge/air concourse commensurate with passenger traffic  Provision of lift/escalators/ramp  Improvement /Provision of platform surface and cover over platforms  Provision of kiosks for local products through schemes like ‘One Station One Product’  Parking areas, Multimodal integration  Amenities for Divyangjans  Better passenger information systems  Provision of executive lounges, nominated spaces for business meetings, landscaping, etc. keeping in view the necessity at each station The scheme also envisages sustainable and environment friendly solutions, provision of ballastless tracks etc. as per necessity, phasing and feasibility and creation of city centre at the station in the long term. So far, 1337 stations have been identified for development under this scheme, out of which 50 stations are located in Assam. Till now, works of 1 station (Haibargaon) in Assam have been completed under this scheme. The works at other stations have also been taken up at good pace and progress of some of the above stations is as given below:  Rangapara North Jn station: The works of Prefabricated Passenger (PP) shed and platform extension work of platform no. 5 have been completed. The works of circulating area, 12 m wide Foot Over Bridge, 1st and 2nd entry of station, improvement to station building and platform surfacing have been taken up. Contd...5/--:5:-  Majbat station: The works of improvement to station building, improvement of circulating area and approach road, platform extension, drainage, entrance porches and executive lounge have been completed. The work of lift has been taken up.  Viswanath Chariali station: The works of improvement to station building, improvement of circulating area and approach road, Prefabricated Passenger (PP) shed, platform extension, toilets, porch and executive lounge have been completed. The works of lift and tactile pathway have been taken up.  Fakiragram Jn station: The works of improvement to station building, approach road, Prefabricated Passenger (PP) shed, baby feeding room, toilets, porch and executive lounge have been completed. The works of 12 m wide Foot Over Bridge, lift and tactile pathway have been taken up. Further, development / redevelopment / upgradation / modernisation of stations on Indian Railways is a continuous and ongoing process and works in this regard are undertaken as per requirement, subject to inter-se priority and availability of funds. Development / redevelopment / upgradation / modernisation of a station is carried out based on category of station/condition/traffic handled etc. Development / Upgradation of railway stations is complex in nature involving safety of passengers & trains and requires various statutory clearances such as fire clearance, heritage, tree cutting, airport clearance etc. The progress also gets affected due to brownfield related challenges such as shifting of utilities (involving water/sewage lines, optical fibre Contd...6/--:6:- cables, gas pipe lines, power/signal cables, etc.), infringements, operation of trains without hindering passenger movement, speed restrictions due to works carried out in close proximity of tracks and high voltage power lines, etc. and these factors affect the completion time. Therefore, no time frame can be indicated at this stage. Further, development / upgradation / modernization of stations including Amrit Bharat Station Scheme is generally funded under Plan Head-53 ‘Customer Amenities’. The details of allocation and expenditure under Plan Head-53 are maintained Zonal Railway-wise and not work-wise or station- wise or state-wise. Assam is covered under the jurisdiction of Northeast Frontier Railway. For the current year, ₹ 435 crore has been allocated while an expenditure of ₹ 365 crore has been incurred (up to December, 2025). *****
