Delays in completion are attributed to the COVID-19 pandemic, difficulties in obtaining No Objection Certificates (NOCs) from various departments (Railways, National Highways, Public Works Department, and expressway authorities) for pipeline crossings or road cutting, and land acquisition challenges.
Liquidated Damages (LD) have been imposed on one company for slow progress. The other two companies are reportedly performing well despite existing constraints.

Will the Minister of JAL SHAKTI be pleased to state:
(a) the number of companies that were awarded contracts for implementing the projects under
Har Ghar Jal Scheme or the scheme itself in Mau district of Uttar Pradesh;
(b) whether the works thereunder have been completed, if so, the details thereof and if not, the
reasons therefor;
(c) the details of punitive action taken against the defaulting companies, if any;
(d) whether there is any contracting company against which no action has been taken; and
(e) if so, the details thereof along with the reasons therefor?

(a) Government of India is committed to make provision for safe & potable tap water supply
in adequate quantity, of prescribed quality on a regular & long-term basis to all rural households
in the country. Towards this end, the Government of India launched the Jal Jeevan Mission
(JJM) -Har Ghar Jal, to be implemented in partnership with State/ UTs, in August 2019. At the
start of the mission, only 3.23 crore (16.71%) rural households were reported to have tap water
connections. With concerted efforts from both Centre and States/UTs under Jal Jeevan Mission
(JJM) – Har Ghar Jal around 12.43 crore additional rural households have been reported to
have been provided with tap water connections. Thus, as on 22.07.2025, out of 19.36 crore
rural households in the country, more than 15.67 crore (80.94%) households are reported to
have tap water supply in their homes.
As reported by the state of Uttar Pradesh, three (3) companies have been awarded contracts for
implementing the projects under Har Ghar Jal schemes in Mau districts of Uttar Pradesh.

As reported by the state, the delay in the completion of schemes are due to Covid-19 pandemic,
obtaining NOCs from different departments (like Railways, NH, PWD and expressway) for
crossing of pipeline or drain/road cutting, acquiring land for the project, etc.
(c) As reported by the state, 5 % LD has been imposed on one company as a punitive action
for slow progress of the scheme in Mau District.
(d) and (e) Other two companies are doing well despite the above constraints.
