Will the Minister of HEALTHAND FAMILYWELFAREbe pleasedtostate:
(a)the total budget allocation, revised estimatesandactualexpenditure for the Ministry inthe
last three financial years, year-wise and scheme-wise and the total expenditure in terms of
percentage GDP;
(b) the ratio of doctors, specialists, nurses/ANMs and hospital beds currently available per
10,000populationinthe country;
(c)the schemesunderimplementationtoreduce the disparity inhealthfacilitiesbetweenrural
andurbanareas; and
(d) the number of new medical colleges, AIIMS, nursing colleges and district hospitals
approved for development inthe last three yearsand the numberof collegesandhospitals out
of themthathave been operationalized?

(a): The total budget allocation, revised estimates and actual expenditure for the
Department of Health & Family Welfare in the last three financial years, scheme-wise and
year-wise& the totalexpenditure intermsof percentageGDPisattachedinAnnexure-I & II
respectively.
(b): There are 13,88,185 registered allopathic doctorsand7,51,768registered practitioners
in the AYUSH system of medicine. Assuming that 80% of registered practitioners in both the
allopathic and AYUSH systems are available, the doctor-population ratio in the country is
estimatedtobe 1:811.
As per the Indian Nursing Council, around 42.94 lakh nursing personnel are registered in the
country ason 31st March 2025. Assuming 80% nursing personnel are active inthe country, it
isestimatedthataround 34.35 lakhnursing personnel are availablefor activeservices.
As per the SDG India Index Report 2023-24, there are 49.45 health workers per 10,000
population at the nationallevel. The countryhasalready achievedthe WHO threshold of 44.5
healthworkers per10,000populationat the nationallevel.1

population. As per IPHS norms, Ayushman Arogya Mandir- Primary Health Centre (AAM-
PHC) with 6 indoor/ observation beds is to be established to cover 20,000 to 30,000
population, Community Health Centres (CHCs) with 30 beds to cover population of 80,000-
1,20,000,Sub-District Hospitals with 31-100 bedsto coverpopulation of 1,00,000 - 5,00,000
andDistrict Hospital with 101-500 bedstocover populationupto30,00,000.
Health Dynamics of India (HDI) 2022-23 (Infrastructure & Human Resources), formerly
known as Rural Health Statistics, based on Health care administrative data reported by
States/UTs states that there were 8,18,661 beds at PHC, CHC, Sub District Hospital, District
Hospital andMedical Colleges inIndia ason31.03.2023.

As regards Central Government hospitals i.e. (i) Vardhman Mahavir Medical College &
Safdarjung Hospital (VMMC & SJH), (ii)Atal Bihari Vajpayee Institute of Medical Sciences
& Dr. Ram Manohar Lohia Hospital (ABVIMS & Dr. RMLH) and (iii) Lady Harding
Medical College & Associated Hospitals (LHMC & Associated Hospitals) are concerned, the
numberof hospital bedsare 2995,1538 and1800respectively.
(c): The Government of India, under the National Health Mission (NHM), is
implementing several schemes to reduce disparities in health facilities between rural and
urban areas and ensure equitable access to primary healthcare services. The National Health
Mission (NHM) provides support for improvement in health infrastructure, availability of
adequate human resources in health facilities, to improve availability, affordability and
accessibility to quality health care for all including poor and vulnerable sections in urban,
rural, andtribal/hilly areas. The Department of Health and FamilyWelfare provides technical
and financial support to the States/UTs to strengthen the public healthcare system in rural
areasbasedontheproposals receivedinthe form ofProgrammeImplementationPlans(PIPs).
Under National Health Mission. Government of India provides approval for the proposal in
the form of Recordof Proceedings (RoPs) aspernorms& availableresources.
Various initiatives carried out under NHM by the Government of India in the country
covering both rural and urban areas are operationalisation of Ayushman Arogya Mandir
(AAM), Free Drugs Service Initiative, Free Diagnostic Service Initiative, National
Ambulance Services, Mobile Medical Units, ASHAs, 24 x 7 Services and First Referral
Facilities, Prime Minister's National Dialysis Programme, various activities under
Reproductive & Child Health, Anaemia Mukt Bharat (AMB) strategy, TB Mukt Bharat
AbhiyaanandUniversal Immunization programme.
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an
outlay of Rs.64,180 crore aims to provide support for infrastructure development to ensure
public health services in rural and urban areas by establishing Building-less Sub-Health
Centres-AAM and Urban-AAM. Support is also provided for Block Public Health Units,
IntegratedPublic HealthLaboratoriesat District levelandCritical Care Hospital Blocks.The XV-Finance Commission has recommended healthgrants aggregatingto Rs.70,051 crore
over the period of five years (2021-2026) through Local Governments to strengthen the
healthcaresystem instates.
Mobile Medical Units (MMUs) are supported under NHM to provide outreach services in
remote villages with difficult terrain which are underserved and inaccessible. As per NHM-
MIS report,a totalof 1453MMUs have beendeployed across the countryason30.09.2025.
(d): The number of new Under Graduate Medical Colleges approved by Medical
Assessment and Rating Board (MARB), National Medical Commission (NMC) during last
three academic years(i.e.2023-24 to2025-26) isasbelow;

The Department of Health & Family Welfare, Ministry of Health & Family Welfare
administers a CentrallySponsored Scheme(CSS) for ‘Establishment of newmedical colleges
attached with existing district/referral hospitals’ with preference to underserved areas and
aspirational districts, where there is no existing Government or private medical college. The
fund sharing mechanism between the Centre and State Governments is in the ratio of 90:10
for North Eastern and Special Category States, and 60:40 for others. Under the Scheme, all
the envisaged 157 medical colleges have been approved, out of which 137 medical colleges
have become functional in last 10 years. Out of these, 65 medical colleges have become
functionalsince 2022-23, the details are asbelow:

Under the Centrally Sponsored Scheme for Augmenting Nursing Education - Establishment
of new Colleges of Nursing in co-location with Medical Colleges, an amount of Rs. 10 cr.
(central share and state share) is provided for each college with the fund sharing ratio of
90:10 for NE/Special Category States and 60:40 for other states and 100% for UTs without
legislature. The Government has approved the establishment of 157 nursing colleges co-
locatedwith existing medical colleges,aimingtoaddapproximately 15,700 B.Sc.(N).seats in
the Government Sector. The detailsof Nursing collegesare attachedinAnnexure-III.
Under the Central Sector Scheme of Development of Nursing Services - Upgradation of
Schoolsof Nursing intoColleges of Nursing,funds tothe tune of Rs.7.00 crore isreleasedfor
Upgradation of each School of Nursing into College of Nursing and strengthening of nursing
infrastructure. The derails of schools of Nursing which have been approved for upgradation
during the previousyearsisattached inAnnexure-IV.Further, Health Dynamics of India (HDI) (Infrastructure & Human Resources), is an annual
publication, based on healthcare administrative data reported by States/UTs. Details of
