(a) to (c): The National Health Mission (NHM) provides support for improvement in health
infrastructure, availability of adequate human resources in health facilities, to improve
availability and accessibility to quality healthcare across the country including Telangana.
Under NHM, the Union Government provides financial and technical support to States/UTs
for implementation of key programmes relating to Reproductive Maternal Newborn Child
Adolescent Health Plus Nutrition (RMNCAH+N), Universal Immunisation, and control of
communicable and non-communicable diseases such as tuberculosis, malaria, dengue,
diabetes, cardiovascular diseases, cancer and mental health conditions. Government of India
provides approval for the proposal in the form of Record of Proceedings (RoPs) asper norms
& availableresources.
The majorobjectives of NHMare asunder:
(i) Reductioninchildand maternalmortality.
(ii) Prevention and control of communicable and non-communicable diseases, including

publication, based on healthcare administrative data reported by States/UTs. Details of

Through 1.82 lakh Ayushman Arogya Mandirs (AAMs), including 5050 in Telangana,
comprehensive primary healthcare is provided by strengthening Sub Health Centres (SHCs)
and Primary Health Centres (PHCs). These AAMs provide preventive, promotive,
rehabilitative and curative care for an expanded range of services encompassing reproductive
and child healthcare services, Communicable diseases, Non-communicable diseases and
otherhealthissues.
Ayushman Bharat PradhanMantri - Jan Arogya Yojana (AB PM-JAY)isa flagship scheme of
the Government which provideshealth coverof Rs. 5 lakhsper familyper yearfor secondary
and tertiary care hospitalization to approximately 55 Crore beneficiaries corresponding to
12.37 Crore families constituting economically vulnerable bottom 40% of India’s population.
Recently, the scheme has been expanded to cover 6 crore senior citizens of age 70 years and
above belonging to 4.5 crore families irrespective of their socio-economic status under AB
PM-JAY with Vay Vandana Card. As per PM-JAYDashboard, a total of 43.18 Cr.Ayushman
Cardshavebeencreatedincluding82.78lakhinTelangana,ason03.02.2026.
The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an
outlay of Rs.64,180 crore aims to support for infrastructure development for Sub-Health
Centres, Urban Health and Wellness Centres, Support for Block Public Health Units,
Integrated District Public Health Laboratories and Critical Care Hospital Blocks. Total
amount of 1369.03 Cr. has been approved under PM-ABHIM for the State of Telangana for
FY2021-22 toFY2025-26.
The XV-Finance Commission has recommended grants aggregating to Rs.70,051 crore over
the period of five years (2021-2026) through Local Governmentsto strengthen the healthcare
system in states. Total amount of Rs.2227.51 crore has been allocated under FC-XV health
grant for the State of Telanganafor FY2021-22 toFY2025-26.
Ayushman Bharat Digital Mission (ABDM) aims to create an online platform enabling
interoperability of health data within the health ecosystem to create longitudinal electronic
health record of every citizen, make healthcare accessible for citizens including reducing the
cost of care and enabling greater efficiencies in health service delivery between public and
private Health care institutions. As per ABDM Dashboard, total 85.52 Cr. Ayushman Bharat
Health Accounts (ABHA) have been created including 2.75 Cr. in Telangana, as on
03.02.2026.
Under the National Health Policy, 2017, the Government has set time-bound targets to
improve health outcomes in the country including Telangana and has made significantprogress towards achieving these goals. Total Fertility Rate has declined to 2.0 [National
Family Health Survey (NFHS-5)], Maternal and child health indicators have shown steady
improvement, with the Maternal Mortality Ratio declining to 88 per lakh live births, Infant
Mortality Rate to 25per thousand and Under-FiveMortality Rate to 29perthousand [Sample
Registration System(SRS 2023)].
