HEALTHPROJECTS SANCTIONEDUNDER PM-ABHIM

Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the details of health infrastructure projects sanctioned under PM-ABHIM in Dr.
B.R. Ambedkar Konaseema district in Andhra Pradesh since its inception, along
with the present status andphysical andfinancialprogress, component-wise;
(b) the amountof funds allocated,sanctioned,releasedandutilised for PM-ABHIMin
the said district since its inception,year-wise;
(c) the number of Critical Care Hospital Blocks, Integrated Public Health
Laboratories,BlockPublic HealthUnits, Urban Health& WellnessCentres, CHCs
andPHCssanctioned,underconstruction andmade operationalinthe said district;
(d) the timelines prescribed for completion of ongoing PM-ABHIM projects in the
said district andwhether anydelays have beenreported,if so, the reasons therefor;
and
(e) whether any additional projects are under consideration for sanction in the said
district underPM-ABHIM andif so, the details thereof?
ANSWER

(a) to (e): Pradhan Mantri- Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) is
a Centrally Sponsored Scheme (CSS) with some Central Sector Components (CS) which has
anoutlayof Rs. 64,180Crores for the scheme period (FY2021-22 toFY2025-26).
The scheme envisages a new generation of reforms to integrate and strengthen health service
delivery and public health action including health research so that the communities are
Atmanirbhar in managing such pandemics or health crisis. The measures under the scheme
are aimed at strengthening health systems and institutions in order to provide a continuum of
care at all levels, namely primary, secondary, and tertiary, as well as preparinghealth systemstorespond effectively tocurrent andfuture pandemicsanddisasters.
Under CSS component of the scheme, administrative approvals have been accorded to the
State of Andhra Pradesh, for five years (i.e. FY2021-22 – FY 2025-26) for an amount of Rs
1118.80 Cr. for construction/ strengthening of 696 Building less-AAMs, 45 U-AAMs
(HWCs), 26IPHLsand24CCBs, asperproposal submitted by the State.
The details of Central Release and Expenditure under PM-ABHIM since inception to FY
2025-26 (upto26.02.2026) isasunder:

As perthe informationprovidedbythe State,one IPHLat Area Hospital, Ramachandrapuram
and9 Building-less AAMs have beensanctionedinKonaseema district, Andhra Pradesh.
The State has further informed that, as per the SNA–SPARSH model, releases and
expenditures have been aligned with the sanctioned provisions. Based on the progress of
works and submission of bills, an expenditure of ₹79.26 lakh has been incurred out of the
total sanctioned amount of ₹125.00 lakh. This expenditure pertains to civil works and
procurement of equipment for the Integrated Public Health Laboratory at Area Hospital,
Ramachandrapuram,Dr. B.R. Ambedkar Konaseema District, asof the reportingdate.
Under the 15th Finance Commission Health Grants, a total of 14 Block Public Health Units
(BPHUs) and2PrimaryHealthCentres(PHCs)have beensanctionedfor Dr.B. R. Ambedkar
Konaseema District.
