HEALTH SECURITY OF THE POOR UNDER AB-PMJAY
440. # DR. SANDEEP KUMAR PATHAK:
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the number of poor, deprived, and eligible families across the country that have been
provided free health services so far under the Ayushman Bharat Pradhan Mantri Jan Arogya
Yojana (AB-PMJAY) and the details thereof;
(b) the details of number of treatments carried out under the scheme in the past three years and
the total expenditure incurred on them, State-wise and year-wise; and
(c) whether Government has received complaints regarding unauthorized collection, denial of
service, or charging of extra fees from beneficiaries by private hospitals, if so, the number of
such complaints and the details of punitive action taken to address them?

(a): Ayushman Bharat - Pradhan Mantri Jan Arogya Yojana (AB-PMJAY) provides health
coverage of Rs. 5 lakh per family per year for secondary and tertiary care hospitalization to 12
crore families constituting bottom 40% of India's population.
In March 2024, the eligibility criteria were expanded to include 37 lakh families of Accredited
Social Health Activists, Anganwadi Workers and Anganwadi Helpers. Further, the scheme was
expanded to cover 6 crore senior citizens of age 70 years and above belonging to 4.5 crore
families, irrespective of their socio-economic status, through Ayushman Vay Vandana card. In
October 2024, the scheme was expanded to cover 6 crore senior citizens of age 70 years and
above belonging to 4.5 crore families irrespective of their socio-economic status.
(b): As on 31.12.2025, a total of 11.22 crore hospital admissions amounting to Rs. 1.65 lakh
crore has been authorized under the scheme. The State/UT-wise and year-wise details of the
number of hospital admissions authorized and corresponding amount under the scheme in past
three years are at Annexure.
(c): As per the empanelment guidelines under AB-PMJAY, the empanelled hospitals cannot
deny treatment to eligible beneficiaries of the scheme. In case of denial of treatment by anempanelled hospital, beneficiaries register their grievances through the Centralized Grievance
Redressal Management System (CGRMS) or the 24*7 toll-free helpline number 14555. Under
AB-PMJAY, a three-tier grievance redressal system at District, State and National level has
been created to resolve the issues faced by beneficiaries in utilizing healthcare services. At
each level, there are designated nodal officers and Grievance Redressal Committees to address
the grievances.Annexure
