Parliament Question: Healthcare facilities in North Eastern States

GOVERNMENT OF INDIA MINISTRYOF HEALTH AND FAMILYWELFARE DEPARTMENT OFHEALTH AND FAMILY WELFARE RAJYASABHA STARRED QUESTION NO. 332* TO BE ANSWERED ON THE 24th MARCH, 2026 HEALTHCARE FACILITIES IN NORTH EASTERN STATES *332 SHRI BIRENDRAPRASAD BAISHYA: Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to state: (a) whether Government has reviewed the availability of healthcare facilities in North Eastern States; (b) the details of funds sanctioned for improving hospitals, medical colleges and telemedicine services in the region; and (c) the steps taken to develop more hospitals, specifically in rural areas of North Eastern region? ANSWER THE MINISTER OF HEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA) (a) to (c) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLY TO RAJYASABHA STARRED QUESTION NO. 332* FOR 24th MARCH, 2026 (a) to (c) The Ministry of Health and Family Welfare (MoHFW), Government of India regularly reviews the availability of healthcare facilities across the country including for the North Eastern States. Under the National Health Mission (NHM), the review is carried out mainly through Common Review Mission (CRM) which is conducted annually to review the implentation status of NHM. Further, monitoring and evaluation of the progress of all States/ UTs is done through review meetings, video conferences & field visits of senior officials. Key deliverables of the States/UTs including North Eastern States are also reviewed in National Programme Coordination Committee (NPCC) meetings. MoHFW is implementing the following programs on Mission mode to enhance medical facilities across the country including North Eastern States: (i) NHM - Under NHM, MoHFW provides need-based technical and financial support of the States/UTs to strengthen the public healthcare system including telemedicine, based on the requirements posed by States/UTs in their annual Programme Implementation Plans (PIPs) as per their health needs, and within the overall resource envelope in the Record of Proceedings (RoP). The details of RoP approvals given to the States including NE States may be accessed from the following link: https://nhm.gov.in/index1.php?lang=1&level=1&sublinkid=1377&lid=744 (ii) Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM): PM-ABHIM is a Centrally Sponsored Scheme (CSS) with additional Central Sector components designed to support primary, secondary and tertiary healthcare facilities. It also focuses on enhancing the healthcare system's capacity to respond effectively during emergencies. Under the CSS component of the scheme, support is provided to North Eastern States for strengthening of 1083 Building-less Sub Health Centre- Ayushman Arogya Mandir (SHC – AAM) with an amount of Rs. 574.41 Cr, 4 Urban- AAMs with an amount of Rs.2.85 Cr, 207 Block Public Health Units (BPHUs) with an amount of Rs.182.28 Cr, 111 Integrated Public Health Labs (IPHLs) with an amount of Rs. 201.79 Cr, and 37 Critical Care Blocks (CCBs) in District Hospitals with an amount of Rs.908.68 Cr. Central release under NHM for North Eastern States from FY 2021-22 to FY 2025-26 is given at Annexure-I.The state wise details of units and budget approved in North Eastern States under PM-ABHIM is given at Annexure-II. Apart from this, the Ministry of Health and Family Welfare administers a CSS for ‘Establishment of new medical colleges attached with existing district/referral hospitals’ with preference to underserved areas and aspirational districts, where there is no existing Government or private medical college. Under the Scheme, all the envisaged 157 Government medical colleges have already been approved including 12 medical colleges in North East Region. In addition to above, Pradhan Mantri Swasthya Suraksha Yojana (PMSSY) aims to correct regional imbalances in the availability of affordable/reliable tertiary healthcare services and also to augment facilities for quality medical education in the country, including North Eastern States. Under the PMSSY, All India Institute of Medical Sciences (AIIMS) has been set up at Guwahati. Further the details of Government Medical Colleges/Institutions (GMCIs) approved for upgradation under PMSSY in North Eastern States is attached at Annexure-III.
