HEALTHCAREINFRASTRUCTURE IN HIMACHALPRADESH

Willthe Ministerof HEALTH AND FAMILYWELFARE be pleasedtostate:
(a) the total financial allocation under the current budget for healthcare infrastructure in
Himachal Pradesh, specifically regarding the expansion of district-level trauma centers and the
establishment of newallied healthprofessional institutions;
(b) whether there is a plan to locate the newly announced National Institute of Mental Health
and Neuro Sciences in Himachal Pradesh to address regional mental health disparities in the
Himalayanbelt;
(c)if so, the detailsthereof;and
(d) the steps being taken to support the State’s ₹3,000 crore healthcare modernization project
through integrationwith Ayushman Bharat Digital Mission?

(a) to (c): As per para 88 of Budget Announcement for FY 2026 – 27, “Emergencies expose
families, particularly the poor and vulnerable, to unexpected expenditure. We will strengthen
and increase these capacities by 50% in District Hospitals by establishing Emergency and
Trauma Care Centres”. In this regard,a Post Budget Webinar was conductedon 09.03.2026 by
Ministry of Health and Family Welfare where discussions were held on implementation
strategy of the budget announcement for Strengthening Emergency & Trauma Care in District
Hospitals.
As perpara 87of Budget announcementfor FY2026-27: “There are nonationalinstitutes
for mentalhealthcare in North India.We will therefore set upa NIMHANS-2 andalso upgradeNational Mental Health Institutes in Ranchi and Tezpur as Regional Apex Institutions.” Under
Manpower Development Scheme-A of National Mental Health Programme (NMHP), 25
Centres of Excellence have been sanctioned to increase the intake of students in PG
departments inmentalhealth specialities aswell as toprovide tertiary leveltreatment facilities.
Further, the Government has also supported 19 Government medical colleges/institutions to
strengthen 47 PG Departments in mental health specialities under Manpower Development
Scheme-B.
Dr. Rajendra Prasad Govt. Medical College, Kangra, Tanda, Himachal Pradesh is
supported under the Tertiary Care Component of the NMHP through the Manpower
Development Scheme-A.Atotal amount of Rs.31.45 crore were sanctioned tothe Institute, out
of which Rs.28.30 Crore were Central share. The entire approved Central share of Rs.28.30
crore have already been released to this Institutes under the scheme. Further, under Manpower
Development Scheme-B,an amountof Rs.49.27 lakhout of the totalapprovedCentral share of
Rs.65.70 Lakh have been released to Indira Gandhi Medical College & Hospital, Shimla for
strengthening the PGDepartment.
Govt. of Himachal Pradesh has informed that there is only token provision of Rs.4
Lakh for Trauma Centers in the current financial Year 2025-26. In addition to this the
budgetaryprovision of Rs.156.57 Cr underState Budget for Civil Workshasbeen made during
the current F.Y. 2025-26. Further, the current budget allocation of health sector of different
National programme underNHM isbuilt in PIPof financial year2026-27. However, underPM
-ABHIM, from 2021-22 to 2025-26, Himachal Pradesh received an amount of Rs. 184.64 cr.
for Healthsystem strengthening (especially criticalcare anddiagnostic infrastructure).
(d): The Ayushman Bharat Digital Mission (ABDM) was launched bythe Government of India
in September 2021 to support the development of an integrated, citizen-centric national digital
health ecosystem. ABDM is a Central Sector Scheme, under which States and Union
Territories are provided funds for supporting human resources deployed for ABDM
implementation, capacity building of various stakeholders and IEC (information, education &
communication). Till 19th March 2026, an amount of Rs. 1.28 Cr has been disbursed to
HimachalPradesh.
