HEALTHCARE INFRASTRUCTURE IN ODISHA
433. SHRI DEBASHISH SAMANTARAY
Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:
(a) the present status of medical colleges and AIIMS Bhubaneswar in Odisha;
(b) the steps taken to improve healthcare in tribal and Kalahandi-Bolangir-Koraput (KBK)
districts;
(c) the number of beneficiaries covered under Ayushman Bharat in Odisha;
(d) the availability of doctors and paramedical staff in rural areas; and
(e) the funds released to the State under National Health Mission (NHM)?
ANSWER

(SHRI PRATAPRAO JADHAV)
(a) to (e): Under Pradhan Mantri Swasthya Suraksha Yojana (PMSSY), an All India Institute of
Medical Sciences (AIIMS) has been established in Bhubhaneshwar, Odisha which is fully
functional with teaching/learning, research, OPD and IPD facilities.
Under Centrally Sponsored Scheme (CSS) for Establishment of new medical colleges attached
with existing district/referral hospitals, seven (07) Medical Colleges have been approved for the
State of Odisha including one each at Kalahandi, Bolangir and Koraput districts. Further, to
provide healthcare services in tribal and hilly areas including Kalahandi-Bolangir-Koraput
(KBK) districts of Odisha, the following norms under National Health Mission have been
relaxed:
(i) The population norms for setting up Sub-Health Centre (SHC), Primary Health Centre
(PHC) and Community Health Centre (CHC) has been relaxed from 5,000, 30,000, and
1,20,000 to 3000, 20,000 and 80,000 respectively.(ii) The States/ UTs have been provided with the flexibility of relaxing the norm of one
Accredited Social Health Activists (ASHA) per 1000 population to one ASHA per
habitation.
(iii) The provision of 2 Mobile Medical Units (MMUs) per district in plain areas is
relaxed to 4 MMUs per district in tribal hilly/inaccessible/ remote and hard to reach
areas. There is further relaxation of up to 10 MMUs per district in Particularly Vulnerable
Tribal Group (PVTG) areas under Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan
(PM JANMAN).
Under National Health Mission (NHM), an amount of Rs.1,916.79 crore of Central share was
released in 2024-25 to the State of Odisha.
Under Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), for the
Kalahandi, Bolangir and Koraput districts, support has been provided for an amount of Rs. 23.75
crore for each district for establishment of 50 bedded Critical Care Block (CCB).
Under Ayushman Bharat, till date, 3.42 Crore Ayushman Card have been issued in the State of
Odisha. Public Health being a state subject, State Government has to ensure availability of
doctors and paramedical staff in State Government run health facilities.
