Will the MINISTEROFHEALTH AND FAMILYWELFARE be pleased tostate:
(a)whether the healthcare services inthe Bundelkhandregionare ina dilapidated state;
(b) if so, the steps taken so far by the Government to strengthen the hospitals, Community Health
Centres(CHCs) andPrimaryHealthCentres (PHCs) inthis region; and
(c) whether the Government proposes to introduce any special health development package or scheme
for the Bundelkhand region in the near future to ensure availability of basic healthcare services to the
populationof thatregion,if so,the detailsthereof?

(a) to (c) “Public Health” and “Hospital” are State subject, the primary responsibility for planning,
implementing, maintaining and to set up adequate number of healthcare facilities as per requirement is
of that State Government. Under the National Health Mission (NHM), financial and technical support is
provided to States/Union Territories to strengthen the public healthcare system based on proposals
received from States/Union Territories in their Programme Implementation Plans (PIPs) within their
overall resource envelop. Government of India provides approval for the proposal in the form of Record
of Proceedings(RoPs) aspernormsandavailable resources.
Bundelkhand region, spans across two States viz. Uttar Pradesh(UP) and Madhya Pradesh (MP)
and encompasses 13 districts. As reported by the States, recognizing the critical importance of equitable
access to quality healthcare, several initiatives have been undertaken to strengthen primary and
secondary care facilities, improve healthcare infrastructure, human resource availability, and enhance
healthoutcomesinthe region.
The number of approvals granted to States/Union Territories including UP and MP
encompassing Bundelkhand region under NHM is referenced in the Record of Proceedings (RoPs)

The details of Central share released to the State of Uttar Pradesh and Madhya Pradesh under
National Health Mission (NHM) and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission
(PM-ABHIM) during FY 2024-25 and FY 2025-26 for strengthening the healthcare services is given
below:

Additionally, under 15th Finance Commission, a total of Rs. 5727.87 crore and Rs. 4482.82
crore had also been releasedtothe State Government of Uttar Pradesh andMadhya Pradeshrespectively
for providing support to Building-less Sub Centres, PHCs and CHCs, Block level Public Health Units
(BPHU) etc.
As per the information provided by the State, there are a total of 2788 AAMs, 428 Primary
Health Centres (PHCs), 96 Community Health Centres (CHCs), 15 Sub Divisional Hospitals (SDHs)
and 19 District Hospitals (DHs) are functional in the Bundelkhand region which are supported under
NHM.
