Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a)whether the healthcare system inthe Robertsganj ParliamentaryConstituency in
Sonbhadra District of Uttar Pradesh isin a deplorable condition, where neither doctors nor medicines
are adequatelyavailable at the District Hospital andPrimary HealthCentres(PHCs); and
(b) if so, the timeline by which healthcare services in the said constituency are likely to start
functioningsmoothly ina full-fledged manner?
ANSWER

(a) & (b): PublicHealth andHospital are State subjects, the primary responsibility toset up adequate
number of healthcare facilities as per requirement is of that State Government. Under the National
Health Mission (NHM), financial and technical support is provided to States/UTs to strengthen their
healthcare system including setting up new healthcare facilities like Sub-Centres (SCs), Primary
Health Centres (PHCs) and Community Health Centres (CHCs) based on the proposals received
from State Governments/Union Territories in their Programme Implementation Plan (PIP) within
theirresource envelope.
As per the information provided by the State Government of Uttar Pradesh, basic health services
are available in Robertsganj Parliamentary Constituency in Sonbhadra District of Uttar Pradesh.
Against the 155 sanctionedposts, 112 regulardoctors, 30doctors underNHM, 2walk-in doctorsand
30 doctors under NEET UG Bond are working. Atotal of 42 PHCs are operational in the rural areas
of District Sonbhadra where allavailable categoriesof doctors (Allopathic / MO-CHC / AYUSH) are
working. Further, adequate medicines are available at District Hospital and all PHCs as per the
Essential Drug List (EDL).
State Government has also informed that the District Combined Hospital, Sonbhadra has been
affiliated with the Autonomous StateMedical College.
