Will the Minister of EDUCATION be pleased to state:
(a) the details of the total number of Higher Education Institutions (HEls) targeted
under the Pradhan Mantri Uchchatar Shiksha Abhiyan (PM-USHA) across various
States in the country, State-wise;
(b) the specific steps taken by the Government to ensure the participation of all States
and Union Territories (UTs) in the said scheme;
(c) the details of industry collaborations, internships and vocational modules initiated
under the said scheme particularly in the Union Territory of Dadra and Nagar Haveli
and Daman and Diu and in the States of Madhya Pradesh and Maharashtra;
(d) whether the said scheme is likely to bridge regional disparities and improve the
Gross Enrolment Ratio (GER) in higher education; and
(e) if so, the details thereof including the UT of Dadra and Nagar Haveli and the States
of Madhya Pradesh and Maharashtra?

(a) & (b): The government launched the third phase of Rashtriya Uchchatar Shiksha
Abhiyan (RUSA) in June 2023 in the form of Pradhan Mantri Uchchatar Shiksha
Abhiyan (PM-USHA), with an outlay of Rs. 12,926.10 crore, including the committed
liabilities of the earlier phases of RUSA, to cater to the needs of educationally
unserved/ underserved areas. PM-USHA is a Centrally Sponsored Scheme aimed at
funding specific State government universities and colleges, so as to improve their
quality by ensuring their conformity to prescribed norms and standards.
Under PM-USHA, priority is given to focus districts which are identified by the
concerned States/ UTs based on various criteria, including low Gross Enrolment Ratio,
Gender Parity, population proportion and enrolment proportion for females,
transgenders, Scheduled Castes, Scheduled Tribes, and Other Backward Classes,
Aspirational/ Border Area/ Left Wing Extremism district etc.All the States/ UTs had the option to participate in implementation of PM-USHA in their
States/ UTs. Under the scheme, a total of 613 units have been approved in various
States/UTs for a total support amounting to Rs. 8190.73 crore. The State-wise details
of number of units and amount approved under PM-USHA are at Annexure.
(c): A total of 38 units in Madhya Pradesh and 61 units in Maharashtra have been
approved a total support of Rs. 570.65 crore and Rs. 814.24 crore respectively under
PM-USHA. Furthermore, under various components of the scheme, States/ UTs may
undertake several activities such as (i) setting up start-up incubation centres and
technology development centres for skill-based courses with the help of Industries/
Micro, Small & Medium Enterprises (MSME); (ii) MoUs signed with industry for
internship/ research/ entrepreneurship/ employment; (iii) placement/ training and
certification programmes, structural reforms according to the increased industry-ready
courses and industry-academia linkages; (iv) internship/ apprenticeship embedded
degree programme; (v) vocational courses for 21st-century skills, internships/ training
regarding vocational education; (vi) focus on skilling and vocationalization training/
workshops/ placement for females, transgenders etc.
(d) & (e): To correct the regional imbalances in access to higher education, PM-USHA
aims to facilitate access to high-quality institutions in urban & semi‐urban areas; create
opportunities for students from rural areas to get access to better quality institutions;
set up institutions in unserved & underserved areas; and, focus on low GER, Left Wing
Extremism (LWE)/ border area/ aspirational districts and districts with higher SC/ ST
population.
