Will the Ministerof HEALTH AND FAMILYWELFAREbe pleasedtostate:
(a) the number of 'Red Category' pharmaceutical and chemical units currently operational in
the Union Territory of Dadra and Nagar Haveli and Daman and Diu along with their names,
the detailsof productsmanufactured andproductioncapacity;
(b) whether any updated epidemiological data is available regarding the impact on public
health associated with the high density/concentration of the said units, if so, the details
thereof;
(c) whether the Government in coordination with the CPCB/PCC/GPCB, process to conduct
an integrated analysis of real-time pollution data and regional disease load, if so, the details
thereofandif not,the reasons therefor;
(d) whether any independent third-party institution has conducted or proposes to conduct a
health impact study in this regard, if so, the details thereof and if not, the reasons therefor;
and
(e) whether there is any scheme to declare the Daman-Vapi industrial belt as High-Risk
Public Health Surveillance Zone and also to initiate cancer screening/bio-monitoring and to
establish specialized disease registries, if so, the details thereof and if not, the reasons
therefor?
ANSWER

(SHRIJAGATPRAKASH NADDA)
(a): As informed by Central Pollution Control Board (CPCB) under Ministry of
Environment, Forest and Climate Change, 24 Red Category Pharmaceutical and Chemical
units are currently inoperation in the Union Territory of Dadra and Nagar Haveli and Daman
and Diu (DNH&DD). The details regarding the names of the units, products manufactured
andproductioncapacities of these 24 unitsare enclosedasAnnexure.
(b): As informed by India Council of Medical Research (ICMR), currently there is no
epidemiological study or data specifically establishing an association between the
concentration of Red Category pharmaceutical/chemical industries in the
DNH&DD/Daman–Vapiindustrial belt andpublic healthoutcomes.(c): As informed by the Gujarat Pollution Control Board (GPCB) and Pollution Control
Committee (PCC), DNH&DD, no specific study has been conducted for undertaking an
integrated analysis of real-time pollution monitoring data and regional disease
burden.However, Environmental monitoring and regulatory actions are undertaken by the
concerned pollution control authorities under the Ministry of Environment, Forest and
Climate Change and the respective State/UT Pollution Control Authorities, while disease
surveillance iscarried out through established public healthsurveillance mechanisms.
(d): No information regarding any independent third-party institution having conducted or
proposing to conduct a specific comprehensive health impact study on the Daman-Vapi
industrial belt isavailable with the Ministry.
(e): The Union Territory of Dadra & Nagar Haveli and Daman & Diu does not fall under
the identifiedCritically PollutedAreas (CPAs) asperthe informationprovidedbythe Central
Pollution Control Board. The Department of Health and Family Welfare provides technical
and financial support to States and Union Territories across the country under the National
Programme for PreventionandControl of Non-Communicable Diseases (NP-NCD) aspart of
the National HealthMission (NHM). The programme focuses on strengthening infrastructure,
human resource development, screening, early diagnosis, referral, treatment, and health
promotion for Non- Communicable Diseases (NCDs) including cancer. Under NP-NCD, 770
District NCD Clinics and 6,410 NCD clinics at Community Health Centres have been set up
across the country including the Union Territory of Dadra and Nagar Haveli and Daman and
Diu.
