Will the Minister of EDUCATION be pleased to state:
(a) whether a large number of Higher Educational Institutions in the country such as Indian
Institute of Technology (IITs) are functioning without regular Directors;
(b) if so, the number of IITs functioning without regular directors along with the reasons for
not appointing regular directors in such institutes;
(c) the number of Central Universities functioning without regular Vice Chancellors in the
Country;
(d) the reasons for not appointing regular Vice Chancellors in such Central Universities;
(e) the details of Indian Institute of Management (IIMs) functioning without regular Directors
in the country; and
(f) the reasons for not appointing regular Directors in such IIMs of the country?

(a) to (f): Centrally funded Higher Educational Institutions such as Indian Institute of
Technology (IITs), Indian Institute of Management (IIMs) and Central Universities (CUs) are
autonomous institutions established by an Act of Parliament and governed by respective
Acts/Statutes/Rules framed thereunder from time to time. The occurring and filling of vacancies
to the post of Director and Vice-Chancellor is an ongoing process, which is periodically
undertaken as per the defined term of the post or mid-term when the vacancy arises. The post
of Director/ Vice-Chancellor is a statutory post and the appointment and term of office thereto
is governed by the provisions given in the respective Acts/Statutes/Rules. The relevant Acts,
Statutes contain the provision for performance of the duties of Director/VC in the event of
vacancy to the post. The process of appointment of Director/VC is initiated well in advance
before the completion of the term of the incumbent as per the provisions given in respective
Acts/Statutes/Rules.
