Will the Minister of AGRICULTURE AND FARMERS WELFARE कृ िष एवं िकसान

(a) whether the Government has assessed the potential for horticulture production
across all States;
(b) if so, the details thereof, State/UT-wise;
(c) the details of the area under horticulture, its productivity yield and potential,
State/UT-wise, including Rajasthan;
(d) the details of the funds allocated, released and utilized under the Integrated
Horticulture Development Mission during the last three years along with State/UT and
district-wise details thereof in Rajasthan; and
(e) the steps taken by the Government to ensure remunerative prices to farmers for
their horticulture produce?

(a) & (b): According to the Working Group report on Crop Husbandry, Agriculture
Inputs, Demand & Supply, 2024 by NITI Aayog, there is a vast potential to improve
production of major food commodities including fruits and vegetables in the country by
bridging the yield gaps.
(c): The details of State/ UT-wise area, production and productivity/ yield of
Horticultural crops in the country, including the State of Rajasthan, for 2025-26
(Second Advance Estimates) has been given at Annexure-1.
(d): The details of the funds allocated, released and utilized under the Mission for
Integrated Horticulture Development (MIDH) during the last three years along with the
details thereof in Rajasthan, State/Union Territory-wise are given in Annexure-2.
However, district-wise allocation is being done by the States/UTs as per their
requirement and potential. The District-wise expenditure reported by the State of
Rajasthan is placed at Annexure-3.(e): Steps taken by the Government to ensure remunerative prices to farmers for their
horticulture produce are as under:
i. Assistance is provided for development of infrastructure for post-harvest
management and marketing such as storages, wholesale markets, rural
primary markets, Kisan Mandies, etc.
ii. National Agriculture Market (e-NAM) portal serves as a single window for
creating an integrated national market for agricultural commodities, including
horticulture commodities, providing better prices to the farmers through
transparent auction processes and enabling farmers to sell their produce
beyond local markets and reach buyers across the country.
iii. Providing market information to farmers on prices and arrivals of agricultural
commodities in regulated markets on AGMARKNET portal to enable the
farmers to get better remunerative prices.
iv. Market Intervention Scheme (MIS): Government is implementing the Market
Intervention Scheme (MIS), as a part of the integrated scheme PM-AASHA, for
protecting farmers from the distress sale of perishable agricultural and
horticultural commodities, which are not covered under the Minimum Support
Price (MSP). The Scheme has the following three provisions for supporting
Horticulture Farmers whenever the prices are non-remunerative:
• Procurement under MIS: On the receipt of request from the concerned
State/UT Administration, Government gives sanction for the procurement of a
predetermined quantity at the fixed Market Intervention Price (MIP) by the
agencies designated by the State Government for a fixed period or till the prices
are stabilized above the MIP whichever is earlier. Under Market Intervention
Scheme (MIS), Central Share of losses, if any (at 50:50 basis for general States
and 75: 25 basis for NE States), incurred in implementing MIS is released to
the State procuring agencies as per the specific proposals received from the
State Governments.
• MIS-PDPS: This component of the Scheme provides for making Price
Deficiency Payment for horticulture crops whenever the market prices fall below
the Market Intervention Price, where the State Government does not have to
do any physical procurement.
• Transportation and storage subsidy for Tomato, Onion and Potato (TOP)
crops: This component makes provision for providing transportation and
storage subsidy to Central Nodal Agencies and State designated agencies for
procurement of TOP crops from farmers where prices are below MIP and
transport it to other locations where prevailing prices are high.Annexure-1
