IMPACT OF DEFICIENT RAINFALL ON KHARIF CROPS

be pleased to state:
(a) whether Government is aware of the severe drought-like situation prevailing in
several parts of North India, including Punjab, Haryana, Rajasthan, Uttar Pradesh and
Himachal Pradesh;
(b) the impact of deficient rainfall and delayed monsoon on the sowing of Kharif crops
such as paddy, maize, cotton and pulses during the current season;
(c) the State-wise details of the extent of area sown so far vis-à-vis the normal area and
steps taken to provide drought relief, irrigation support and seeds to affected farmers; and
(d) the contingency plans and financial assistance proposed to mitigate crop losses and
ensure food security?

(a) to (d): State and District wise rainfall in all States are available on Indian
Meteorological Department (IMD)'s website https://mausam.imd.gov.in/. Details of
cumulative rainfall (from 01.06.2026 to 29.07.2026) in the State of Punjab, Haryana,
Rajasthan, Uttar Pradesh and Himachal Pradesh is as under: -

monsoon situation and the possible impact of El Niño conditions on agriculture in close
coordination with the India Meteorological Department (IMD), various Indian Council of
Agriculture Research (ICAR) institutions, ICAR- Central Research Institute for Dryland
Agriculture (CRIDA), Central Water Commission (CWC), Central Ground Water Board
(CGWB), Mahalanobis National Crop Forecast Centre (MNCFC), the Department of Food
and Public Distribution (DFPD), the Department of Fertilisers (DoF) and State
Governments.
The sowing operations for Kharif 2026-27 are still underway, and the first advance
estimates for all major Kharif crops in the 2026-27 agricultural year (July–June) have not
yet been released. The details of State-wise area sown vis-à-vis the normal area under
Kharif crops as on 13.07.2026 is attached as Annexure. As compared to last year sowing,
the present sowing is only 5% less in the same period.
DA&FW has issued an advisory to the states and U.T. Administration to support pre-
season planning for district level crop and variety selection, State level seed reserve of
early maturing- short duration varieties under the National Seed Reserve (NSR) framework,
activation of contingency seed reserves before monsoon onset and seed quality and
quantity monitoring during peak demand.
District Agriculture Contingency Plans have been updated for 342 districts by ICAR –
CRIDA and State Governments collaboratively. These plans included crop strategies for
delayed monsoon onset, as well as contingency measures to address mid-season and
terminal drought conditions.
Further, the ICAR has developed Standard Operating Procedures (SOPs) for KVKs
to implement these contingency plans. These SOPs encompass development of need
based contingency plans, implementation procedures, coordination with agriculture
department and other line departments, release of real time agro-advisories for the district,
capacity development, awareness generation and real time feedback.
As per the National Policy on Disaster Management (NPDM), the State
Governments are primarily responsible for providing necessary relief measures on ground
level in the wake of notified calamities. The State Governments undertake relief measures
in the wake of natural calamities from funds available in the form of the State Disaster
Response Fund (SDRF) in accordance with the Government of India approved items and
norms. Additional financial assistance, over and above SDRF, is considered from the
National Disaster Response Fund (NDRF), as per laid down procedure, in case of disaster
of ‘severe nature, which includes an assessment based on the visit of an Inter-Ministerial
Central Team (IMCT) and a memorandum submitted by the State for financial assistance
from NDRF. The financial assistance provided under SDRF and NDRF is by way of relief
and not for compensation of losses suffered/ claimed. The State wise allocation of SDRF
