GOVERNMENT OF INDIA MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS (DEPARTMENT OF PERSONNEL & TRAINING) LOK SABHA UNSTARRED QUESTION NO. 1621 (ANSWERED ON 10.12.2025) IMPLEMENTATION AND ACCESSIBILITY OF MISSION KARMAYOGI 1621. SHRI VISHNU DAYAL RAM: Will the PRIME MINISTER be pleased to state: (a) whether the Government has undertaken initiatives to make Mission Karmayogi training modules accessible to tribal youth and local governance personnel in Jharkhand and if so, the details thereof; (b) the steps taken to provide digital infrastructure and language-inclusive training content for participants from remote tribal districts; and (c) whether special outreach or awareness drives have been organised to increase enrolment of tribal youth on the iGOT Karmayogi platform and if so, the details thereof? ANSWER MINISTER OF STATE IN THE MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS AND MINISTER OF STATE IN THE PRIME MINISTER’S OFFICE (DR. JITENDRA SINGH) (a) to (c): Mission Karmayogi aims to strengthen the capacity of government officials across the Centre, States/UTs and Local Bodies by shifting from a rule-based to a role-based approach to competency development. The State of Jharkhand has also been onboarded onto the iGOT Karmayogi platform. Officials, including those from tribal and remote districts, can access more than 3700 courses covering domain, functional and behavioural competencies. To enhance accessibility, and to ensure continued collaboration, digital enablement and support, the Capacity Building Commission and the Special Purpose Vehicle-Karmayogi Bharat have signed a tripartite MoU with the state of Jharkhand. Currently, over 56,000 State Government employees from Jharkhand are registered on the platform. Together they have recorded over 6 lakh course enrolments and approximately 4.5 lakh course completions so far. The Mission is targeted for Capacity Building of government employees only, and not youth at large. However, the iGOT Karmayogi team conducts sensitization workshops with State Governments to improve awareness and understanding of the platform’s features, structure and implementation processes. These efforts collectively support wider outreach, promote inclusive access, and enable continuous learning for all employees including those belonging to tribal group, those working in tribal or remote districts, and in the local governance institutions of Jharkhand. *****
