Parliament Question: Implementation and fund utilisation under the Namami Gange Programme

GOVERNMENT OF INDIA MINISTRY OF JAL SHAKTI DEPARTMENT OF WATER RESOURCES, RIVER DEVELOPMENT & GANGA REJUVENATION RAJYA SABHA UNSTARRED QUESTION NO. 3439 ANSWERED ON 23.03.2026 IMPLEMENTATION AND FUND UTILISATION UNDER THE NAMAMI GANGE PROGRAMME 3439. SHRI SANJAY SINGH: Will the Minister of Jal Shakti be pleased to state: (a) total funds allocated, released, utilised under the Namami Gange Programme since its inception, year- wise and State-wise; (b) State-wise and project-wise details of the sanctioned projects, including cost of each project, amount released so far, expenditure incurred, physical progress and expected date of completion; (c) total amount of unspent balance currently lying with implementing agencies, State Governments and executing bodies, year -wise and State-wise; (d) whether any projects have faced cost escalation, time overruns or re-tendering and the details thereof; and (e) the mechanism in place for independent third-party audit of fund utilisation and outcome verification? ANSWER THE MINISTER OF STATE FOR JAL SHAKTI (SHRI RAJ BHUSHAN CHOUDHARY) (a) to (c) There is no State-wise allocation of funds under the Namami Gange Programme. The year-wise budgetary provisions (Revised Estimates) and the amount disbursed by the National Mission for Clean Ganga (NMCG) under Namami Gange Programme, since its inception, i.e., Financial Year (FY) 2014-15 to till 15 March 2026, are at Annexure I. Disbursements by NMCG, to various agencies for implementation of projects/interventions compiled State-wise as per project location, during the above period [FY 2014-15 to FY 2025-26 (up to 15 March 2026)] are at Annexure-II. The unspent balance reported in Utilization Certificates against grants released by the NMCG up to 31 March 2025 is ₹146.87 crore (as on 15 March 2026). Balance outstanding from major agencies is at Annexure-III. In the current financial year, the NMCG has assigned limits / released ₹2,102.99 crores till 15 March 2026 to various agencies. Assigned Limits, if not utilized by 31 March 2026, shall lapse. 1The details of State-wise and project-wise sanctioned sewage infrastructure projects, including cost of each project, amount released so far, expenditure incurred, physical progress and expected date of completion are at Annexure-IV. (d) Out of 62 sewage infrastructure projects, 10 projects are delayed by less than one year while 9 projects are delayed by more than 1 year. Additionally, 22 projects have been finalized after retendering. Cost escalation is not incurred in all delayed projects. If delay is not attributable to the Contractor, price escalation is paid as per contract conditions, which may or may not result in additional cost, depending upon final value of price escalation determined on actual completion of project. If delay is attributable to the Contractor, damages are imposed and there is no additional cost due to delay. For cost revision a revised Administrative Approval and Expenditure Sanction (AA&ES) is issued after following the applicable procedures. For the 62 ongoing projects, cost revision with revised AA&ES has been issued for 12 projects. (e) Audit of Annual Accounts of the NMCG is conducted by the Comptroller and Auditor General of India (C&AG) in accordance with the “The River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016” dated 07 October 2016. The C&AG also conducts Compliance/Inspection Audit and Performance Audit of the NMCG periodically. In addition, Audit of expenditure incurred under World Bank assisted projects of the Namami Gange Programme is carried out annually by the C&AG.
