Parliament Question: Implementation and impact of National Beekeeping and Honey Mission

SHRI TEJVEER SINGH Will the Minister of AGRICULTURE AND FARMERS WELFARE be pleased to state (a) the funds allocated, released and spent under the National Beekeeping and Honey Mission (NBHM) since 2023, State-wise; (b) the current status of the honey testing laboratories, processing units and other infrastructure facilities sanctioned under the Mission; (c) the changes that have occurred in the volume and value of honey exports from 2022-23 till date and the impact of the Mission thereon; (d) the status of the operationalization of Madhukranti Portal; and (e) the activities currently being undertaken by the National Beekeeping Centre of Excellence? ANSWER MINISTER OF AGRICULTURE AND FARMERS WELFARE (SHRI SHIVRAJ SINGH CHOUHAN) (a) to (e): A statement is laid on the table of the House.STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF RAJYA SABHA STARRED QUESTION NO 311 FOR ANSWER ON 20/03/2026 REGARDING IMPLEMENTATION AND IMPACT OF NATIONAL BEEKEEPING AND HONEY MISSION. (a): Central Sector Scheme on National Beekeeping and Honey Mission (NBHM) provides demand-driven project-based assistance to Implementing Agencies (IAs). Since, 2023-24 state wise funds sanctioned and expenditure by IAs is given at Annexure. (b): Since 2023–24, 5 regional testing laboratories, 25 mini honey testing laboratories, 25 honey processing units, 4 integrated beekeeping development centres (IBDC), 1 centre of excellence, 40 cold storage units, 16 equipment manufacturing units, 43 custom hiring centres, 73 quality nucleus stock units have been sanctioned. Out of these 1 regional testing laboratory, 14 mini honey testing laboratories, 24 honey processing units, 2 IBDC, 1 centre of excellence, 23 cold storage units, 11 equipment manufacturing units, 23 custom hiring centres, 46 quality nucleus stock units have been completed. (c): As per the information from Agricultural and Processed Food Products Export Development Authority (APEDA) honey exports increased from 98,273.50 MT to 100,773.14 MT, while the export value rose from USD 170.94 million to USD 206.47 million during the period 2022–23 to 2024–25. NBHM has contributed to transforming traditional beekeeping sector into technology driven market-oriented initiatives through capital infrastructure as well as capacity building. Honey production has risen from 1.42 lakh MT in 2022-23 to 1.52 lakh MT during 2024- 25 (Third advance estimates). (d): “Madhukranti Portal” was launched in August 2021 to register beekeepers. As on date 24.52 lakh bee colonies have been registered on Madhukranti Portal by 16,443 beekeepers/ societies/ firms/ companies etc. All registered beekeepers are also provided accidental insurance cover of Rs. 1 lakh under Janata Personal Accident Insurance Policy. The portal is for registration and traceability of honey and other beehive products. The certificate issued through the portal facilitates the smooth and hassle-free movement of beekeepers during migration. (e): There is no institution by the name “National Beekeeping Centre of Excellence”.
