Parliament Question: Implementation for Panchayati Raj Institutions

GOVERNMENTOFINDIA MINISTRYOF PANCHAYATIRAJ LOK SABHA UNSTARREDQUESTION NO. 511 ANSWEREDON 03.02.2026 IMPLEMENTATIONFORPANCHAYATI RAJ INSTITUTIONS 511: SHRIJAI PARKASH: Will the Minister of PANCHAYATIRAJ be pleased to state: (a) the whether the Government is aware that the implementation of various schemes being implemented by the Ministry of Panchayati Raj in the Hisar Lok Sabha Constituency isnot progressing at the desired pace; (b) whether the development works are getting affected in several Gram Panchayats due tolackof financial resources, technicalsupport andtrainedhumanresources; (c) the amount of funds allocated, released and utilised by the Panchayats in the Hisar Lok SabhaConstituency under variousschemessince the year2020till date; (d) whether the Government has taken any steps to ensure monitoring of schemes, social auditandtransparency; and (e) the time-bound action plan being proposed by the Government to strengthen Panchayati Raj Institutions and ensure effective implementation of schemes in the Hisar region? ANSWER THE MINISTER OF PANCHAYATI RAJ (SHRIRAJEEVRANJAN SINGH ALIAS LALAN SINGH) (a) & (b) Panchayat is a State subject and the Ministry of Panchayati Raj (MoPR) supplements and complements the efforts of State Governments, including fund support under the schemes towards strengthening and efficient functioning of the Panchayati Raj Institutions (PRIs) on a continuousbasis. The MoPR implements Centrally Sponsored scheme of revamped Rastriya Gram Swaraj Abhiyan (RGSA) for capacity building and training of the elected representatives of the PRIs, Central Sector schemes of Incentivisation of Panchayat (IoP) to provide incentives to the Panchayats in recognition of their good developmental works at all levels and e-Panchayat Mission Mode Project (eMMP) for promotion of e- governance. These schemes are implemented with active participation, involvement and collaboration with State/UTs in the country including in the Hisar Lok Sabha Constituency of Haryana. Though there is no reported delay in implementation of the schemes, the performance of the States/UTs, particularly in respect of RGSAon various parameters varies from State to State for various reasons such as timely availability or release of State’s share of funds, timely conduct of election to the Panchayats, finalisation of annual action plans, timely submission of 1utilisation certificates against releases of Central share of funds affecting financial performance and coordination between departmental functionaries and PRIs at Gram Panchayat level. As per the information provided by Government of Haryana, in the financial year 2025-26, under the RGSA scheme, 9,385 number of Elected Representatives and Panchayat Functionaries have been trained under various capacity-building programmes in the Hisar LokSabhaConstituency, the detailsof which are follows: Sl.No. Training Category Participants Trained 1 Refresher Trainings 6,841 2 SpecializedTrainings 2,544 Total 9,385 Further, it has been informed that a total amount of ₹464.30 crore was released to the Panchayats in Hisar Lok Sabha constituency under the Finance Commission Grants during the period from FY 2020-21 to FY 2025-26, of which Rs.403.60 crore has been utilized during the same period,which is87% of the releasedamount. (c) As perthe informationprovided bythe Government of Haryana, for the 19,675number of sanctioned developmental works in Panchayats in Hisar Lok Sabha Constituency, Rs.1005.53 crore was sanctioned under various schemes and Central/State Finance Commissions, of which Rs.998.27 crore was releasedsince the year2020. (d) & (e) Under the Digital India initiative, Ministry of Panchayati Raj has been promoting financial as well as governance transparency, efficiency, and accountability at the grassroots level by developing and popularising various digital platforms and applications. The eGramSwaraj application has been designed to facilitate planning, accounting, monitoring, and online payments at the Panchayat level. The integration of eGramSwaraj with the PFMS enables real-time payments to vendors and service providers, ensuring seamless fund flow and reducing delays. The eGramSwaraj application has been integrated with the Government e-Marketplace (GeM) to bring transparency in Panchayat procurement. This integration allowsPanchayatstoprocuregoodsandservicesthrough GeMvia theeGramSwarajplatform. Further, applications developed by the Ministry like Meri Panchayat have endeavoured to bring transparency in Panchayat Governance by making information on planning, activities and progress of works in Panchayat accessible to public. Panchayat NIRNAY is an online application which aims to bring transparency and better management in conduct of Gram Sabhas by Panchayats. Also, the ‘AuditOnline’ application developed under the e-Panchayat Mission Mode Project (MMP) facilitates online audits of Panchayat accounts and supports improvedfinancialmanagement. Senior officers of the Ministry undertake periodical review/physical checks for close and intensive monitoring of the progress of implementation of scheme through meetings, video-conferences, regular feedback on dashboard etc. The Ministry undertakes third party evaluation of the schemes to assess its impact and identify the shortcomings to further improve the scheme/sfor better outcome. *** 2
