MEDHA VISHRAM KULKARNI: Will the Minister of Labour and Employment be pleased to state: (a) the details of beneficiaries and the amount disbursed under the Atal Bimit Vyakti Kalyan Yojana (ABVKY) during the last three years, State-wise, particularly in Uttar Pradesh; (b) the eligibility criteria and duration of unemployment assistance under the scheme; (c) the steps taken to streamline the claims process and ensure the timely distribution of benefits and the steps taken to expedite claim settlement; and (d) whether there is any proposal under consideration to revise benefit rates or expand coverage and if so, the details thereof? ANSWER MINISTER OF STATE FOR LABOUR AND EMPLOYMENT (SUSHRI SHOBHA KARANDLAJE) (a): The State-wise details of beneficiaries and the amount disbursed under the Atal Bimit Vyakti Kalyan Yojana (ABVKY) during the last three years are at Annexure. (b): The eligibility criteria to avail benefit under the Atal Beemit Vyakti Kalyan Yojana (ABVKY) is as under: (i) The insured person must be in insurable employment for a minimum period of 12 months immediately before his/her unemployment and should have contributed for not less than 78 days in one completed contribution period in 12 months immediately preceding to unemployment. Contd..2/-:: 2 :: (ii) The unemployment must not arise from misconduct during lock out, superannuation, or convicted for false statement under the provision of ESI Act, 1948. Under the Scheme, unemployment allowance is payable at the rate of 50% of the average daily wages for a maximum period of 90 days once during the lifetime of the insured person. (c): Several steps to expedite the settlement of claim under the scheme have been taken. These include online submission and processing of the claims, direct benefit transfer (DBT) to the bank accounts of beneficiaries and regular monitoring of claim settlement to ensure timely disbursal of benefits.
