IMPLEMENTATION OF AGRICULTURAL SCHEMES

be pleased to state:
(a) whether the Government has assessed the decreasing profitability of agriculture
in the Moradabad district of Uttar Pradesh owing to costs escalation in farming, erratic
rains, depletion in the groundwater level and the increasing instances of pests and
diseases;
(b) the details of the assistance provided to the district under the Pradhan Mantri
Krishi Sinchai Yojana National Mission for Sustainable Agriculture (NMSA), Soil Health
Card Schemes and other Central Scheme during the last three years;
(c) whether the Government has conducted any study regarding crop diversification,
micro irrigation and climate-friendly agricultural practices for the benefits of farmers of the
district;
(d) the arrangement made for the effective implementation of the soil Schemes and
monitoring of their impacts on income of farmers; and
(e) the other measures proposed by the Government to improve irrigation efficiency,
reduce costs and increase the income of farmers of Moradabad district?

(a) : No study has been commissioned to assess the decreasing profitability of
agriculture in Moradabad district of Uttar Pradesh.
(b) to (e): Pradhan Manti Krishi Sinchayee Yojana (PMKSY) is an umbrella scheme,
consisting of three components - Accelerated Irrigation Benefit Programme (AIBP) and Har
Khet Ko Pani (HKKP) being implemented by the Department of Water Resources, River
Development & Ganga Rejuvenation (DoWR,RD&GR), Ministry of Jal Shakti, and
Watershed Development Component (WDC) being implemented by Department of Land
Resources, Ministry of Rural Development.
Under Accelerated Irrigation Benefits Programme (AIBP) and Har Khet Ko Paani (HKKP)
components of PMKSY, total irrigation potential created in Uttar Pradesh since 2016 is
777.02 thousand hectares. Of this, the Madhya Ganga Canal Project, which benefits
Moradabad district of Uttar Pradesh, has created an irrigation potential of 76.68 thousand
hectares. Rs. 63.81 crore central assistance has been provided to this project under
PMKSY.
In Moradabad district, one watershed development project was sanctioned during
2021-22 under WDC–PMKSY 2.0, covering 5,042 ha with a project cost of ₹11.09 Crore.The Department of Agriculture & Farmers Welfare implements Soil Health & Fertility
(SH&F) scheme to provide Soil Health Cards (SHCs) for all farm holdings, to promote
balanced and integrated nutrient management for improving productivity and soil fertility.
The activities like, Testing of Soil Samples to issue/generate the Soil Health Card, Training
and Demonstration, setting up/ strengthening of Soil Testing, Fertilizers/ Bio-Fertilizers &
Organic Fertilizers Quality Control Labs, Promotion of Micro-nutrients. 28800 Soil Health
Card have been generated through the scheme in Moradabad district during the last
three years. Under the Per Drop More Crop (PDMC) Scheme, Central Assistance of Rs.
596.57 crore has been provided to the State of Uttar Pradesh during the last three years.
An area of 2.55 lakh ha has been covered under micro irrigation in the State which includes
1823 ha area in Moradabad District during this period. The SH&F and PDMC schemes are
implemented based on the Annual Action Plan prepared by the State.
