Parliament Question: Implementation of Central Health Schemes

DR. KADIYAM KAVYA: Will the MINISTER OF HEALTH AND FAMILY WELFARE be pleased to state: (a) the status of implementation of Central health schemes such as Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), National Health Mission and PM-ABHIM in the Warangal Parliamentary Constituency during the last three years; (b) the number of beneficiaries from Warangal who availed treatment under the Ayushman Bharat scheme along with the total number of claims submitted and settled, year-wise; (c) the number of Government Hospitals, Primary Health Centres, Community Health Centres and Health and Wellness Centres functioning in Warangal along with the vacancies of doctors, specialists and nursing staff therein; (d) the amount of funds allocated, released and utilised for strengthening healthcare infrastructure in Warangal; and (e) the measures taken by the Government to address maternal and infant mortality and to improve the availability of specialist healthcare services in the said district? ANSWER THE MINISTER OFHEALTH AND FAMILYWELFARE (SHRI JAGAT PRAKASH NADDA) (a) to (e) AStatement is laid on the Table of the House.STATEMENT REFERRED TO IN REPLYTO LOK SABHA STARRED QUESTION NO. 405* FOR 20TH MARCH, 2026 (a) to (e) Ayushman Bharat Pradhan Mantri - Jan Arogya Yojana (AB PM-JAY) is a flagship scheme of the Government which provides health cover of Rs. 5 lakhs per family per year for secondary and tertiary care hospitalization to approximately 55 Crore beneficiaries corresponding to 12.37 Crore families constituting economically vulnerable bottom 40% of India’s population. Recently, the scheme has been expanded to cover 6 crore senior citizens of age 70 years and above belonging to 4.5 crore families irrespective of their socio-economic status under AB PM-JAY with Vay Vandana Card. There are a total 29.02 lakh families eligible under AB PM-JAY in Telangana. As on 28th February 2026, a total of 82.79 lakh cards have been created and a total of 28.55 lakh hospital admissions have been authorized under the scheme in Telangana. More than 9.57 lakh Ayushman Cards have been created in various districts under the Warangal Parliamentary Constituency during the FY 2022-23 to FY2024-25. The National Health Mission (NHM) provides support for improvement in health infrastructure, availability of adequate human resources in health facilities, to improve availability and accessibility to quality healthcare across the country including Warangal Parliamentary Constituency. The Ministry of Health and Family Welfare (MoHFW) provides technical and financial support to the States/UTs to strengthen the public healthcare system, based on the proposals received in the form of Programme Implementation Plans (PIPs) under NHM. Government of India provides approval for the proposals in the form of Record of Proceedings (RoPs) as per norms & available resources. Expenditure includes expenditure against Central Release, State Release & unspent balances at the beginningof the year.The Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) with an outlay of Rs.64,180 crore aims to provide support for infrastructure development for Sub-Health Centres (SHC), Urban Ayushman Arogya Mandirs (U-AAM), Support for Block Public Health Units (BPHU), Integrated District Public Health Laboratories (IPHL) and Critical Care Hospital Blocks (CCBs). Administrative approvals to the tune of Rs.1369.03 Cr. have been accorded under PM-ABHIM to the State of Telangana for a periodoffiveyearsi.e.FY2021-22to2025-2026. Health Dynamics of India (HDI) (Infrastructure & Human Resources), 2022-23 is an annual publication, based on healthcare administrative data reported by States/UTs. Details of availability of healthcare facilities and human resource including doctors, specialists and nursing staff alongwith gaps in the country, State/UT-wise including Warangal district of Telangana, may be seen at the following link of HDI 2022-23: https://mohfw.gov.in/sites/default/files/Health%20Dynamics%20of%20India%20%28Infr astructure%20%26%20Human%20Resources%29%202022-23_RE%20%281%29.pdf The Fifteenth Finance Commission (FC-XV) has recommended grants through local governments for specific components of the heath sector to the tune of Rs.70,051 crore including Telangana. Total amount of Rs.2,227.51 crore has been allocated under FC-XV health grant for the State of Telangana for FY 2021-22 to FY 2025-26 and Rs.1,482.87 crore has been released so far. The Government of India, under NHM, has implemented several initiatives across the country including Warangal district of Telangana to reduce maternal and infant mortality by strengthening antenatal, delivery and postnatal care services. Key programmes such as Janani Suraksha Yojana (JSY), Janani Shishu Suraksha Karyakram (JSSK), Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA), Surakshit Matritva Aashwasan (SUMAN), Kangaroo Mother Care, Facility-based newborn care, and home-based New-born Care to promote institutional deliveries and ensure free, quality maternal and newborn care. Complementary initiatives including Anemia Mukt Bharat, Mothers’ Absolute Affection (MAA) further support nutrition and specialized care to improve survival and health outcomes for mothers and infants. ****
