Shri Navaskani K: Will the Minister of RURAL DEVELOPMENT be pleased to state: (a) whether the Government has implemented the Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) in Ramanathapuram district of Tamil Nadu, if so, the details thereof; (b) the number of candidates trained under the scheme in Ramanathapuram district since its inception and the number of candidates successfully placed in gainful employment, including sector and skill-wise; (c) whether the Government has taken steps to ensure that youth trained under DDU-GKY are employed in jobs aligned with their training domains and the measures to address skill-job mismatches; (d) if so, the number of women, Scheduled Caste, Scheduled Tribe and minority beneficiaries trained and placed in Ramanathapuram district, along with efforts to ensure equitable access; and (e) the steps taken or proposed to expand the training and placement network in rural areas of Ramanathapuram district, including partnerships with local industries, to enhance sustainable local employment opportunities and reduce migration? ANSWER MINISTER OF STATE IN THE MINISTRY OF RURAL DEVELOPMENT (SHRI KAMLESH PASWAN) (a) & (b): Yes, Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) is being implemented in the country including in the State of Tamil Nadu. It is a placement-linked skill development program for rural poor youth in the age group of 15-35 years. It empowers the rural poor youth with employable skills and facilitates their participation Page 1 of 7in regular labour markets, thus providing them with jobs having regular monthly wages at or above the minimum wages. DDU-GKY guideline provides social inclusion of SC/ST (50%), Women (33%), and PwDs (5%). The details of the candidates trained and placed in Ramanathapuram District of Tamil Nadu since FY 2016-17 till Feb 2026 under DDU-GKY are as follows: District Candidates Trained Candidates Placed Ramanathapuram 1772 1137 Source: State Govt. of Tamil Nadu. The details of Sector-wise and Trade/Job Role-wise candidates trained under DDU-GKY in Ramanathapuram District of Tamil Nadu since FY 2016-17 till Feb 2026 are given in Annexure-I and Annexure- II respectively. (c) to (e): Under the scheme DDU-GKY 2.0, efforts are made to align the aspirations of rural youth with the evolving skill requirements of the labour market. States/UTs are provided budgetary support to undertake skill gap studies to identify sectoral opportunities and employment potential in their regions. Based on these studies, States/UTs and Project Implementing Agencies (PIAs) are encouraged to propose training programmes in emerging and high- growth sectors aligned with local, domestic and global job markets. While submitting project proposals, PIAs are required to provide justification and demand assessment for the sectors proposed, ensuring that training under DDU-GKY remains demand-driven and industry-relevant.
