SHRI LAVU SRI KRISHNA DEVARAYALU: Will the Minister of LAW AND JUSTICE be pleased to state: (a) the details of the fund allocation under the Cloud Infrastructure component of e-Courts Phase- III, including the current status of cloud migration and data storage capacity established in the country, State-wise particularly in Andhra Pradesh; (b) the details of the additional hardware provided to existing courts in the country, including the number of courts equipped and the types of hardware deployed, State-wise and district-wise especially in Andhra Pradesh; and (c) the details of the implementation status of the Virtual Courts budget, including the number of virtual courts operationalised and types of cases being handled, State-wise and district-wise especially in Andhra Pradesh? ANSWER MINISTER OF STATE (INDEPENDENT CHARGE) OF THE MINISTRY OF LAW AND JUSTICE; AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI ARJUN RAM MEGHWAL) (a): The e-Courts Mission Mode Project is being implemented in a phased manner across the country with the objective of strengthening the use of Information and Communication Technology (ICT) in the judicial system. The Department of Justice in close coordination with the eCommittee of Supreme Court of India is implementing the e-Courts Project in a decentralized manner through the respective High Courts with the assistance of National Informatics Centre (NIC), as a Technical Partner. Phase III of the project has financial outlay of ₹7,210 crore, out of which ₹1,205.20 crore have been earmarked under the Cloud Infrastructure component for establishment of secure and scalable cloud-based infrastructure for hosting applications and storage of digitised court records. Migration of e-Courts applications and related services to the cloud environment has been 1undertaken in a phased manner and all National level e-Courts services and portals have been migrated on the National Government Cloud Infrastructure. All High Courts have been progressively on-boarded to the National Government Cloud infrastructure in accordance with project implementation requirements. As per the information provided by the eCommittee, SCI, the High Court-wise details of data storage including the High Court of Andhra Pradesh is at Annexure I. (b): As a part of e-Courts Phase III, a total of 18,735 courts are covered under the component “Additional Hardware to existing courts” at an outlay of ₹643.66 crore. As per the approved norms, each courtroom is provisioned with four (4) All-in-One computer systems, one (1) scanner, four (4) LAN nodes and four (4) digital signature tokens. Under the jurisdiction of High Court of Andhra Pradesh, a total of 598 existing courts were provided with the additional hardware as provisioned. (c): Under e-Courts Project, 30 Virtual Courts have been established to enable online adjudication of traffic challans. Virtual Courts have received 10.13 crore challans and challans amounting to ₹1,002.73 crore were paid. The State-wise details are at Annexure II. At present, Virtual Courts have not been operationalised in the State of Andhra Pradesh.
