GOVERNMENT OF INDIA MINISTRY OF ROAD TRANSPORT AND HIGHWAYS RAJYA SABHA UNSTARRED QUESTION NO - 2172 ANSWERED ON - 11/03/2026 IMPLEMENTATION OF GOOD SAMARITAN/RAH-VEER SCHEME 2172. MS. SWATI MALIWAL: Will the Minister of ROAD TRANSPORT AND HIGHWAYS be pleased to state :- (a) total number of road accidents, fatalities reported during last five years, with a breakdown by cause, including over-speeding, red-light jumping, other traffic violations, year-wise and State-wise; (b) whether Government monitors implementation of Good Samaritan/Rah-Veer Scheme to encourage public assistance to accident victims; (c) State-wise and year-wise number of individuals recognized as Good Samaritans during last five years along with number of persons who have received rewards under old and new incentive structures; (d) steps taken and funds utilised to raise public awareness about rights, protections and incentives available; and (e) the average time taken to disburse rewards and measures in place to ensure timely disbursement, State-wise? ANSWER THE MINISTER OF ROAD TRANSPORT AND HIGHWAYS (SHRI NITIN JAIRAM GADKARI) (a) As per the data received from States/ UTs, State – Wise details of the number of road accidents and fatalities on all categories of roads across the country during the calendar year 2020 to 2024 are attached as Annexure – I. As per the report, road accidents occur due to multiple causes such as over speeding, use of mobile phone, drunken driving/consumption of alcohol and drug, driving on wrong side/ lane indiscipline, jumping red light, non-use of safety devices such as helmets and seat belts, vehicular condition, weather condition, road condition, etc. Details of total number of road accidents and fatalities due to type of traffic violation on all categories of road across the country during the calendar year 2020 to 2024 are attached as per Annexure – II. (b) to (e) As per information received from Transport Department of all States/ UTs, State-wise list of Good Samaritans/ Rah-Veers awarded with cash award is attached as per Annexure – III. The Central Government, under the nationwide road safety awareness campaign “Sadak Suraksha Abhiyaan”, is undertaking a series of digital media campaigns and on-ground activities aimed at promoting responsible road behaviour and enhancing awareness among various categories of road users, including drivers, pedestrians, youth and the general public. The campaign envisages dissemination of road safety messages, including promotion of the “Rah-Veer” initiative, through digital platforms, short video films, social media outreach, and field-based awareness programmes such as workshops, public engagement activities and educational initiatives. The total financial implication of the project for the current financial year is approximately Rs. 25 crore.The disbursement of rewards under the Rah-Veer Scheme is the responsibility of the concerned State Governments or Union Territory Administrations, and the Union Government does not maintain data on the time taken for such payments.Annexure -I ANNEXURE REFERRED TO IN REPLY TO PART (a) OF RAJYA SABHA UNSTARRED QUESTION NO. 2172 ANSWERED ON 11.03.2026 ASKED BY MS.
